(S&ME) has conducted Stormwater Best Management Practices (BMP) Soil Testing per S&ME Proposal No. 1584-12-P280 dated September 26, 2012 to provide information for a new Stormwater Management Permit Application to the North Carolina Department of Environment and Natural Resources (NCDENR) — Division of Water Quality (DWQ) and/or local stormwater regulatory agencies. A soil scientist investigation was conducted to evaluate the soil properties of a proposed Stormwater BMP area to determine suitability for stormwater management systems specifically a proposed dry detention basin and/or sand filter. The soil scientist investigation was conducted to evaluate seasonal high water table (SHWT) elevations below existing ground surface (bgs). 191&iV111'i-'i *11I Use of a dry detention basin and/or sand filter is being considered to comply with stormwater management requirements. The use of stormwater BMP's is subject to the suitability of site soils and regulatory approval. Regulatory guidance on requirements for permitting of stormwater BMP's are provided in the North Carolina Division of Water Quality — Stormwater Best Management Practices Manual (NCDENR-SW-BMP), dated July 2007 (Revised June and September, 2009). The NCDENR-SW-BMP requires that the SHWT must be at least 2 feet below the bottom of a dry detention basin and an open bottom sand filter, and I foot below a closed bottom sand filter. SWE, INC. / 3718 Old Battleground Road / Greensboro, NC 27410 / p 336.288.7180 / f 336.288.8980 / ewJw.snnelnccom Stormwater BMP Soil Testing S&ME Project No. 1584-12-110 Wingate University - Proposed Stormwater BMP October 2, 2012 PROJECT BACKGROUND The subject area evaluated is associated with one (1) proposed dry detention basin and/or sand filter in regard to stormwater BMP's at the proposed location of the Camden Street Parking Lot. The proposed facility is located northeast of the intersection of Camden Road and Haskins Drive within the campus of Wingate University in Wingate, North Carolina. Mr. Clint Lawrence, with Lawrence Associates provided Mr. Rob Willcox with S&ME a PDF of a sketch showing the proposed Camden Street Parking Lot, along with the proposed dry detention basin and/or sand filter location. S&ME's scope of services consisted of evaluating the SHWT at the proposed location to a minimum depth of eight feet bgs, or until seasonal high soil wetness conditions were encountered (whichever is first encountered), or until auger refusal, as determined by a Licensed Soil Scientist. The area evaluated consisted of an open grassed area (Figure 2). An S&ME soil scientist conducted an evaluation of the soils within the proposed BMP system, identified on the provided site map. The soil scientist evaluation was conducted to evaluate the suitability of the soil properties relative to Stormwater Management permitted by the NCDENR-DWQ and/or local stormwater regulatory agencies. FINDINGS Seasonal High Water Table (SHWT) Determination The SHWT evaluation was performed by advancing three (3) hand auger borings to depths ranging from 34 to 39 inches bgs within the proposed stormwater management system area. The locations of the SHWT evaluations were approximated in the field (Figure 2). Hand auger borings were evaluated by a Licensed Soil Scientist for evidence of SHWT influence. This evaluation involved looking at the actual moisture content in the soil and observing the matrix and mottle colors. Depending on the soil texture, the soil color will indicate processes that are driven by seasonally high water table fluctuations, such as iron reduction and oxidation and organic matter staining. Please note that SHWT evaluations are based on secondary evidence and not on direct groundwater level measurements. Groundwater levels fluctuate for numerous reasons and these findings do not indicate that groundwater levels have not or will not rise above the noted depths. The approximate SHWT test locations are identified in Figure 2, and the approximated SI-I W"I' depths are located in Table I.
