Department of Environmental Quality Staff. The system was found to be working adequately. No adverse impacts to surface waters were noted. Some erosion between forebay #2 and the detention pond was noted. In accordance with Section II (Schedule of Compliance), Part 3 note d of the permit, it is recommended that this area be addressed prior to the erosion becomming more severe. The record of maintanance activities on the wet detention pond was not checked during the inspection. From appearance of the system, it is believed that the water table may be higher than originally predicted. Therefore, the system continually holds water, including.the ,'vegetative filter strip". Comment: It appeared that the forebays and the vegetative filter strip may be inundated with water continually (and are growing cattails). Cattails should be eliminated from all areas including the wet pond - they crowd out other vegetation and create nuisance conditions. It did not appear that the system was being properly maintained. If you have inspection records - please submit those to this office. If not, please begin regular inspections as noted in the operation and maintenance, agreement. The banks near the forebays and wet pond (adjacent to Burns Street) are steep and may continue to erode. These should be inspected regularly and measures taken to ensure that they do not continue to erode. Prior to the date of inspection, Cashiers had received approximately 12 inches of rain in the prior 3 days. No adverse impacts to surface waters were noted. Ambtman Creative Development Solutions 224-f South Grove Street Hendersonville, NC 28792 REUnited Community Bank— Cashiers, North Carolina Storm Water Certification Dear Mr. Ambtman, With your notification last week that the United Community Bank project in Cashiers, North Carolina is almost complete I conducted a final walk through to review the status of the storm water management features. This brief letter outlines some of the site observations on Tuesday September 23, 2008 and also identifies ways to complete the storm water management features. I met onsite Tuesday with Mr. Lee Bosman of Clark & Leatherwood and we walked around the site in the vicinity of the storm water management features. We discussed ways to complete the storm water management pond. The points of our discussion are listed below along with a few other recommendations for the completion of the storm water management features. I. Storm water forebay's require rip -rap or boulder style pipe outlet protection to stabilize ponds and to prevent future erosion. 2. Storm water forebay's require single net stray: matting or excelsior matting or approved equal on all slopes. The entire forebay's should also be seeded with an annual rye / weeping love grass mixture. 3. Storm water forebay's require boulder head walls in addition to the outlet protection. Boulder headwalls at the pipe outlets would allow for more gradual grades to meet the back of the curb and allow for more planting area etc. It is also suggested that a 3' high boulder headwall be constructed to contour at the base of the forebay's to allow for a better grade transition to the back of the curb and better long term slope stability. 4. Main pond area will require re -shaping of the pond to cover the black outlet pipe. Contouring in this area was discussed with Mr. Lee Bosnian. Re -contouring will provide more area for planting and would provide for better aesthetics without compromising the design intent. The slopes of the main pond should be stabilized with single net straw matting and seeded with annual rye / weeping love grass mixture. 5. Planting around the entire pond should be completed according to your recommendations and plans. Plants do not impact the hydratalic operations or storage of the storm water management features but can provide some benefit such as aesthetics and water purification so the installation of plant species is at your discretion. The berm has provided good erosion control during construction but should be removed to allow the water to exit the site once it is stabilized. The revised grading in this area should provide a vegetative swale that feeds directly into the existing cmp pipe exiting the site and crossing the road. The vegetated swale should be lined with a single net straw matting or excelsior matting or approved equal. Seed area with annual rye; weeping love grass mixture. Rip -rap outlet protection should also be provided at the pipe outlet to prevent future erosion, 7. Fencing should be constructed around the pond to deter unauthorized access to the pond. "Warning" signs and "No Trespassing" signs should be posted in addition to the erection of the Pence. It should also be noted that an open pond design was requested by NCDENR versus an under ground storm water management system. 8. Clark & Leatherwood is to provide an electronic as -built with elevations for the storm water management features so that 1 can check this against the designed plans and have a copy for my records. Provided the items listed above are addressed the storm water management features will be complete and constructed according to the plan and should function properly according to the design calculations. Please inform the Owner that the storm water management features should be inspected on a yearly basis and maintained at the discretion of a Licensed Engineer. In order to make the process simple for the designate from the bank I would like to provide them with the attached checklist. This is directly from form SW401-Wet Detention Basin O&M but revised so it can be filled out. Could you provide us with the Permit Number (is the 'Drainage Area Number' not applicable?) Outlet device is clogged or damaged (clean out device - properly dispose of removed material, if damaged repair or replace device) 9.
