New Garden Road Widening Phase II Project No. P -3741
' Introduction
The New Garden Road Widening Phase II Project is located in Greensboro, North Carolina as
shown on the Site Location Map (Figure 1) on the next page. Construction of this project
necessitated the relocation of portions of two tributaries to Horsepen Creek, Main Tributary #2
(South) and Tributary A (North). The relocation of these stream reaches was completed in
' March 2011. The stream relocations were permitted through the U.S. Army Corps of Engineers
(Action I.D. SAW 2007 - 03980) and the North Carolina Department of Environment and Natural
' Resources (DWQ Project #06 -0684) and required a Level 1 Stream Restoration Mitigation and
Monitoring Plan for this project. This level of monitoring includes the establishment of photo
' reference sites, plant survival monitoring, and channel stability monitoring.
IThe following end of second year survey was conducted to evaluate and document the conditions
of the relocated stream channels and associated riparian plantings following two years after the
completion of construction. This data will be compared to the As -Built survey which provided a
baseline for these future monitoring events as well as the first year survey.

Stream banks and adjacent areas were photographed for visual comparison of plant survival and

Plant Survival
A vegetation survey was performed by engineers from U.S. Infrastructure of Carolina, Inc. (USI)
with the assistance of a scientist from Carolina Wetland Services, Inc. (CWS) on August 23,
2013 following two years after the installation of the new plantings. Vegetation monitoring plots
were established on both sides of each tributary during the As -Built Survey. The corners of each
monitoring plot were marked with PVC pipe during the As -Built Survey so that the same plots
can be used as the monitoring efforts continue for the next several years. Monitoring plots
extend from the stream edge to the furthest extent of planted area. A stem count of each species
occurring within each monitoring plot was conducted.
Results
Photo Reference Sites
As part of the Second Year survey for the project, all areas of the project were photo
documented. Plantings were photographed for visual plant survival comparisons.
Representative photographs of the monitoring plots are included in Photopage 1 (Appendix A).
The locations and directions of each of these photographs are shown in Figure 3 (Page 4). As an
aside, the same locations and directions were used for these photographs as those taken during
the As -Built and First Year surveys.
Plant Survival
A total of eight vegetation monitoring plots were established during the As -Built survey. Four of
these plots (Plots 1A, 2A, 3A and 4A) were established in areas that were planted with live
stakes. The remaining four plots (Plots 1B, 2B, 3B and 4B) were established in areas that had
been planted with containerized trees and shrubs. As part of the Second Year survey, plant
survival within these monitoring plots was surveyed on August 23, 2013. Table 1 on page 5
summarizes the overall data and information for the vegetation monitoring plots for the As- Built,
First Year, and Second Year surveys.

Plots IA, 2A, 3A and 4A are located within the portion of the stream bank that was planted with
live stakes. The locations of Plots IA, 2A, 3A and 4A are shown in Figure 3 on page 4.

Plots 1B, 2B, 3B and 4B are located within the portion of the project area that was planted with
containerized plants. The locations of Plots 1B, 2B, 3B and 4B are shown in Figure 3 on page 4.

When Plot 3B was established during the As -Built survey, it was located such that it would fall
outside of the existing sanitary sewer easement to the west. However, during the First Year and
Second Year surveys it was noted that approximately half of Plot 3B had been routinely mowed
and maintained as part of the existing sanitary sewer easement. Because of these maintenance
activities, the groundcover and stem counts in Plot 3B are much lower when compared to the
other vegetation monitoring plots.

' As shown in the photographs in Appendix A, the groundcover has filled in well along and
adjacent to the channels (Main Tributary #2 and Tributary A) relocated as part of the New
Garden Road Widening Phase II Project. The data in Table 1 on page 5 indicates that the overall

coverage has gone from 76% during the As -Built survey to 91% during the First Year survey to
99% during the Second Year survey. Additionally, plant survival of the trees and shrubs appears
to be variable but overall remains fairly good. However, the plant survival of the live stakes is
relatively low. Therefore, some consideration should be given to supplemental live stake
plantings this winter.
