Page: 11 ,,Number: 1 Author: kymerritt Subject: Sticky Note Date: 10/7/2021 1:25:10 PM There is a culvert at confluence of 8A & 8B that needs to be removed as part of the mitigation work plan. Number: 2 Author: kymerritt Subject: Sticky Note Date: 10/7/2021 1:35:28 PM DWR recommends RS commit to performing soil testing to determine how best to prepare the soil for planting and success. Additionally, with this site being used for ag for such a long period of time, it is always recommended that the Sponsor implement disking or ripping to break up compact soils. Why has RS not suggested these activities for parcel preparation? --_roNumber: 3 Author: kymerritt Subject: Sticky Note Date: 10/7/2021 1:28:54 PM figure 5A needs to include deductions on ditches that create non -diffused flow through the riparian restoration areas...deductions would be calculated per the MBI Reference #4 in the draft MBI. Add additonal language here that speaks to that and which ditches would fall under this #4 reference. I have also shown these areas on Figure 5. Number: 4 Author: kymerritt Subject: Sticky Note Date: 10/7/2021 1:32:10 PM Figure 5B shows the planting areas. It looks like the ditch/swale above 8B will be planted. Is this true? If so, it is preferred that RS speaks to that in this section. If RS is going to plant in the ditch or fill the ditch & then plant over it....DWR needs to know all of that since otherwise, it may need diffused flow deductions per the memo reference #4 in the draft MBI. Number: 5 Author: kymerritt Subject: Sticky Note Date: 10/7/2021 1:35:57 PM Commit to ensuring that stem species will be well mixed before planting to ensure diversity of bare roots across the planted area. Page: 12 *Number: 1 Author: kymerritt Subject: Sticky Note Date: 10/7/2021 1:33:10 PM I don't usually see Pecan trees in planting plans. Why is this specie chosen? 4,)Number: 2 Author: kymerritt Subject: Sticky Note Date: 10/7/2021 1:37:30 PM what is the anticipated spacing of stems? QNumber: 3 Author: kymerritt Subject: Sticky Note Date: 10/7/2021 1:34:02 PM include the type of Seed Mix RS intends to use; I need to confirm that there will be annual and perennial seed QNumber: 4 Author: kymerritt Subject: Sticky Note Date: 10/7/2021 1:36:51 PM It is also highly recommended that RS agree to include pollinator species in their seed. DWR understands this is not a requirement, and that RS does not have to do this. Therefore, adding it into your plan is only a suggestion and completely voluntary. Number: 5 Author: kymerritt Subject: Sticky Note Date: 10/7/2021 1:39:17 PM RS should take measures to ensure that plots are diverse (have 4 species represented in plots as much as possible) and where a species does not represent more than 50% of the plot. All plots need to be representative of the planted diversity and density surrounding the plot and will be evaluated by DWR during the onsite AsBuilt Walkthru to ensure these criteria are met. All DWR comments provided on planting plan & monitoring are being provided under the following Rule reference 15A NCAC 02B .0295 (n) (2-4). Page: 13 r,,Number: 1 Author: kymerritt Subject: Sticky Note Date: 10/7/2021 1:42:49 PM add a section 5.3 titled Easement Boundaries and provide a description of how RS will mark these boundaries. Additonally, add the following language to this new section: "all boundaries must be marked and clearly identifiable prior to the NCDWR onsite AsBuilt Inspection to assess conditions for the Task 2 credit release." Add language committing to putting contact information on easement placards as well. Page: 14 *Number: 1 Author: kymerritt Subject: Sticky Note Date: 10/7/2021 1:43:22 PM add language consistent with the MBI language that the long term steward will be chosen prior to the year 4 monitoring period. r ;)Number: 2 Author: kymerritt Subject: Sticky Note Date: 10/7/2021 1:49:52 PM we are trying to move away from using "Mitigation" in this section if the site is also a nutrient offset site. This is a new change. QNumber: 3 Author: kymerritt Subject: Sticky Note Date: 10/7/2021 1:59:07 PM there should be deductions required on some features to compensate for non -diffused flow from a ditch feeding into CE. Make note of this here and what that deduction amount is. Make sure to reference the clarification memo from your MBI references. I suggest referring to it as "non-credit area" ;jNumber: 4 Author: kymerritt Subject: Inserted Text Date: 10/7/2021 1:56:49 PM Project's Credit X Number: 5 Author: kymerritt Subject: Inserted Text Date: 10/7/2021 1:57:11 PM Nitrogen and Phosphorus QNumber: 6 Author: kymerritt Subject: Sticky Note Date: 10/7/2021 2:13:21 PM i don't really understand this statement and i've seen it in other BPDPs from RS. The nutrient offset calculation was derived by DWR and is noted in your MBI. Not sure if this statement means something else, but the way it's worded implies RS derived the calculation form some other means. I have them in the hard copy though. Page: 20 *Number: 1 Author: kymerritt Subject: Sticky Note Date: 10/7/2021 2:20:27 PM there is a feature cut off of this map that RS will need to address on the final figure. There is a ditch feeding into Feature 7B. This ditch is labeled in the viability letter as 7C. This ditch will be non -diffusing flow through the newly planted riparian area unless RS has a plan for this. What is the plan to address non -diffused flow here or does RS intend to apply the memo from reference #4 in the MBI? QNumber: 3 Author: kymerritt Subject: Sticky Note Date: 10/7/2021 2:30:26 PM assuming the diffused Memo will be applied to this site, pleae add a line item here for capturing the total area of non -diffused flow Credit Type - Nutrient, Feature Type - Ditch, Mitigation Activity - Rest, Feature Name = Diffused Flow deductions; Total Area = ????; Then Check "NO" in both buffer and nutrient offset columns your total area of nutrient offset credits will change so update all totals in the BPDP to reflect the new amount.
