Concurrence Point 2 Meeting Minutes for Sections A & B
A Section 404 / NEPA Merger Process Team Meeting was held on August 22, 2013, at 1:00 p.m. in the
Structure Design Conference Room of the Century Center Building A, in Raleigh. Packets containing the
meeting agenda & impacts tables, vicinity map, watershed map, Strategic Highway Corridor Map, North
Carolina Intrastate System Map, traffic forecast and project study corridors mapping were electronically
mailed to the Merger Process Team members, prior to the meeting. The following attended:

Meeting Purpose
The purpose of this meeting was the presentation of relevant, segmented environmental impacts tabulations to
the R -2577 Merger Process Team, in order to reach concurrence on Point 2, Design Options for Further Study,
in Sections A and B. Large - scale, corridor constraints aerial mapping and representative project photographs
were displayed during the R- 2577AB Merger Team Meeting discussion.
Project Description
R -2577A will widen US 158 (Reidsville Road) to a multi -lane facility, from existing multi -lanes north of
I -40 Business -US 421 -NC 150 in Forsyth County to SR 1965 (Belews Creek Road), in Forsyth County.
R- 2577B, will widen US 158 to a multi -lane facility from SR 1965 (Belews Creek Road) in Forsyth County, to
north of SR 2034 (Anthony Road), in Guilford County. R- 2577C, will widen US 158 to a multi -lane facility
from north of SR 2034 (Anthony Road) in Guilford County, to the junction with US 220 in Guilford County.
Right -of -way acquisition and construction for all three sections of R- 2577ABC will occur, independently. The
total project length is 18.8 miles. Concurrence for CP2 in Section C occurred on February 17, 2009.

Concurrence on Point 2: R -2577 Section A- Walkertown & Section B- Belews Creek
The Merger Process Team concurred on Point 2, Design Options for Detailed Study in R -2577 Sections A & B.
These decisions were based on the expected project environmental impacts to local project resources, tallied
from functional roadway designs, in segments of Section A & Section B, along US 158 (Reidsville Road). For
the environmental, impact alternative decisions rendered in this meeting, R -2577A was divided into three study
segments, with one alternative study - segment overlapping Section B. R -2577B contained the remaining four
alternative, study - segments. The R- 2577ABC environmental documents and environmental permits will
include all three project sections. This meeting was the continuation of the CP2 Merger Team Meeting held on
December 12, 2012. During that meeting, the merger team requested that Sections A & B be divided into
smaller segments for the examination of potential, environmental impacts, and that further meeting discussion
be postponed until after the project historic effects meeting was held, regarding three potential historic
properties. The R- 2577ABC historic effects meeting, was held on July 9, 2013, resulting in one of the two
potential historic properties in Section A being declared historically ineligible.
Both northern and southern widening alternatives of US 158 (Reidsville Road) will be studied for Segment 1,
in R- 2577 - Section A. Segment 1 begins west of SR 2357 (Old Greensboro Road) and ends at the intersection
of SR 2385 (Darrow Road). This action is necessary, due to studying an avoidance alternative for the
Edgewood Baptist Church historic property, at the intersection of US 158 and Churchland Drive.
Northern and transitional widening alternatives of US 158 will be studied for Segment 2, in R- 2577- Section A.
Segment 2 begins at the intersection of SR 2385 (Darrow Road) and ends at the intersection of NC 66 (Old
Hollow Road). This action is necessary, due to studying an avoidance alternative for the Bel -Air Drive -in
historic property, located west of at the intersection of US 158 and NC 66. The transitional, study - alternative
for Segment 2, transitions between northern and southern widening designs along US 158, within its limits.

Both northern and southern widening alternatives of US 158 (Reidsville Road) will be studied for Segment 3,
in R- 2577- Sections A & B. Segment 3 begins at the intersection of NC 66 and ends west of SR 2011 (Flat
Rock Road). This action is necessary, due to the northern study alternative impacting almost twice the linear
feet of streams as does the southern study- alternative, while requiring five fewer residential relocations, no
business relocations, less wetland impacts and no pond impacts.
A transitional widening alternative of US 158 will be studied for Segment 4, in R- 2577- Section B. Segment 4
begins at the intersection of SR 2011 (Flat Rock Road) and ends at the intersection of SR 1971 (Goodwill
Church Road). The transitional, study - alternative for Segment 4, transitions between northern and southern
widening designs, along US 158 within its limits. Fewer relocations were required in this the transitional,
study - alternative, than in the northern or southern widening, study - alternatives.
A transitional widening alternative of US 158 will be studied for Segment 5, in R- 2577 - Section B. Segment 5
begins at the intersection of SR 1971 (Goodwill Church Road) and ends at the intersection of Peaceful Valley
Drive. The transitional, study - alternative for Segment, transitions between northern and southern widening
designs, along US 158 within its limits. No relocations were required in this study - alternative.
A transitional widening alternative of US 158 will be studied for Segment 6, in R- 2577- Section B. Segment 6
begins at the intersection of Peaceful Valley Drive and ends at the intersection of SR 2038 (Coldwater Road).
The transitional, study- alternative for Segment 6, transitions between northern and southern widening designs,
along US 158 within its limits. No relocations were required in this study- alternative.
A northern widening alternative of US 158 will be studied for Segment 7, in R- 2577- Section B. Segment 7
begins at the intersection of SR 2038 (Coldwater Road) and ends at the intersection of SR 2034 (Anthony
Road). This study - alternative was favored in Segment 7, due to the lesser anticipated number of residential
relocations, since neither the northern or southern study - alternatives impacted any project streams or wetlands.
Other Items Discussed
The R -2577 Merger Process Team will next meet in the project vicinity in 2014, regarding Concurrence Point
2A — Bridging Design Options for Sections A, B & C.
