Location of proposed/new Discharge Point(s): Latitude Longitude 35.89231 -82.23679 Describe the outfall point in detail using information from the Addendum The proposed discharge point would be an effluent pipe located in Cane Branch Creek, a tributary to Little Crabtree Creek. Tim Heim of the ARO performed a review of the permit application and subsequent site visit on August 10, 2021. Mr. & Mrs. Rutkowsky were present and assisted with questions during the inspection. Prior to the site visit, I verified with the Toe River Health Department (Amy Herron) that the subject property owners had made sufficient good faith attempts to purchase or acquire an easement on adjacent land for an on - site system. They were unsuccessful in doing this. The subject property and structures on it were as described in the permit application. These included a single family residence with two bathrooms and an unplumbed pottery studio. The Rutkowskys are the only occupants of the residence and the only users of the studio. A small RV was parked on the property, but it was not connected to any plumbing. The pottery process was evaluated and estimated to only generate approximately 2 gallons of wastewater a day from cleaning activities. This wastewater appeared free from visible solids and had minimal turbidity. Excess water and clay is recycled back into the manufacturing process. A minimal amount of solid waste is generated and is collected for disposal in an approval county landfill. The existing failed septic system (currently being pumped regularly by a septage hauler) was as described in the Outfall drains to: River Basin Sub -basin French Broad Receiving Stream Stream Classification Stream Index Review Special Conditions/suggested changes/additional information needed/setback violations NA Cane Branch C, Tr RO Recommendation: ARO has no exceptions to granting the permit based on the site visit.
