Project Setting
The project site is a ±1.3-acre common lot as part of a 97 lot residential
subdivision on a 142 acre tract located on the upper end of Pungo Creek off SR 1767 at
the Winfield Farm near Belhaven in Beaufort County, North Carolina. The Winfield
farm is an active row crop farm that grows mainly corn and soybeans. The proposed 97
lot residential subdivision was subdivived from the existing farmland and includes all of
the available waterfront on the Winfield Farm. The entire common lot is row crop
farmland that was not planted this year. The lot has grown up in various grasses that
were mowed at least once this last growing season. The common lot has 94' of shoreline
and is ±950 feet deep. Elevations are high near the creek as part of a natural ridge that
spans across several lots in either direction (upstream and down). This ridge falls off as
you move landward. There is an existing lateral ditch at the bottom of this natural swale
that crosses the common lot draining to another ditch that drains to Pungo Creels. This
ditch separates the common lot from the next residential lot downstream. This ditch has a
top width of ±8' and does not extend all the way up the east side of the common lot but
rather some ±200' landward from Pungo Creels. The ditch bank has the only woody
vegetation growing on the lot mainly sweet gum and red maple trees. Significant areas of
Coastal Wetland marsh exist along the shoreline of this proposed residential subdivision
but only in a scattered clump or fringe along the common lot.
A site visit by boat to the common lot was conducted on 1 November 2006.
There was no evidence of SAVs and water depths reached a depth of -3' below the NWL
35' from the creek bank and -5' 130' from the creek bank. Pungo Creek carries a width
of ±1,660'at the project location.
Pungo Creek, in this location, is classified as SC NSW by the Environmental
Management Commission and is designated as Inland Waters by the Wildlife Resource
Commission.
Project Description
The applicant is proposing to develop the ±1.3-acre common lot with a 15' wide x
35' long boat ramp with associated turn arounds and boat trailer parking as well as a ten
slip pier. The boat ramp will have a ±2' tall jetty along either side of the ramp. A 12'
asphalt drive is proposed down the west side of the lot to an oval shaped asphalt turn
around in front of the proposed boat ramp. A 12' wide gravel road will carry the boat
trailer traffic up the east side of the common lot to a proposed grassed boat trailer parking
area to be located between the asphalt and gravel drives. A 36" x 35' long culvert pipe is
proposed in the lateral ditch that divides the common lot. A gravel drive is proposed to
be constructed from the common lot along the ridge to three lots located downstream/east
of the common lot. An 18" x 40' long culvert pipe will be placed in the existing ditch on
the east side of the common lot. Two drainage swales, one on either side of the common

lot, are proposed and will drain to the exist ditch on the east side that drains to Pungo
Creek.
The common lot pier will be constructed adjacent to the boat ramp serving two
purposes: a launch pier and access to the proposed slips. The pier is proposed to be
constructed 6' wide x 175' long with a 10' x 12' covered platform. There will be 4- 2'
wide x 20' long finger piers providing access to the ten slips, five slips on either side of
the pier. The slip dimensions are 15' wide x 30' long. A bulkhead is proposed for
shoreline stabilization to be constructed along the normal water level (NWL).
Project Impacts
The boat ramp will fill 525 ftz of Pluigo Creek bottom. The impervious
surface associated with the paved and graveled drives will increase surface runoff to the
existing ditches and ultimately, Pungo Creek. The pier and platform will shade 1,410 ft2
of Pungo Creels bottom. Development of the common lot will result in the disturbance of
±1.2 acres of uplands. The boat ramp, pier and slips will increase boat traffic to this
portion of Plulgo Creek and their associated impacts.

Dear Mr. Trowell,
We are proposing an 97 lot subdivision to be developed in the Bath Township,
near Graveyard Point off of Ptmgo Creek. The development is proposed for single family
home sites. Streets will be constructed to NCDOT standards. Domestic water will be
supplied by Beaufort County Water Corporation. Wastewater disposal will be by
individual on-site septic system as approved by the Beaufort County Environmental
Health Department.
This project will also consist of constructing 175 feet of pier with 10 boat slips,
boat ramp and a recreation area. The pier, boat slips, boat ramp, recreation area shall be
for community use only.
See Cama Permit drawings C 1.1 & C2.1 for details.
A CAMA Major Permit is required for the marine constntction proposed at this
project. Please review and advise if any additional data is required for approval of this

cuffer dam. The pilings on the pier will be vibrated down. The
