Evans Ballahack Bank Credit Release — Tasks 1, 2
Dear Mr. Ham:
On February 21, 2013, the Division of Water Quality, hereby referred to as Division of Water
Resources (DWR), received a Bank Parcel Development Package (BPDP) for the Evans
Ballahack Bank Parcel submitted by Greene Environmental Services, LLC (GES). On February
27, 2013, Katie Merritt, with DWR, requested revisions to the subject BPDP. On June 28, 2013
and July 23, 2013, DWR received responses adequately addressing the requested revisions to the
BPDP from GES. On August 9, 2013, DWR posted the subject BPDP on public notice. One
comment was received during the public comment period, which ended on September 9, 2013.
On September 4, 2013, GES provided DWR with an adequate response to the public comment.
On August 14, 2013, DWR received a signed and recorded conservation easement for the subject
bank parcel. Additionally, GES has elected to construct the subject site without posting a
performance bond. On August 20, 2013, DWR received documentation from GES that the
subject site had been constructed in its entirety and monitoring plots had been established. On
September 4, 2013, Katie Merritt and Niki Maher, with DWR, with assistance from David
Knowles and Jeffrey Becker with GES, inspected the site to confirm that the subject site had
been completely planted and monitoring devices had been established in accordance with the
BPDP.
According to the UMBI signed on May 1, 2013, the following Project Milestones have been met,
and the corresponding credits shall be released:

By copy of this correspondence, DWR confirms that you have satisfied the above requirements
for the above - referenced tract and 40% of your Tar - Pamlico riparian buffer credits (0.40 x
237,402 ft2 = 94,960.8 ft2) are now available for sale. Additionally, 40% of your nitrogen
nutrient offset credits (0.40 x 10,342.24 lb -N = 4,136.90 lb -N) and 40% of your phosphorous
nutrient offset credits (0.40 x 666.12 lb -P = 266.45 lb -P) are now available for sale.
Please note that nutrient offset credits generated at this site must be used for development
impacts in HUC 03020103 of the Tar - Pamlico River Basin. Additionally, the riparian
buffer credits must be used for impacts in the Tar - Pamlico River Basin according to
guidelines in 15A NCAC 02B.0260.
