It is located on the NE edge of Wilsons Mills, most of the land use in the area is established town With a mixture of commercial and residential. 4b. Explain the purpose of the proposed project:* The purpose will be to construct town homes. The utilities connections will be installed by the developer. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The project is located roughly north east of Wilson Mills on a approximately 8 acre tract. The developer wishes to construct 24 townhomes. The streets and utility lines will installed by the developer. The sewage disposal will be handled by sanitary sewer. The sedimentation and erosion control will be installed prior to grading. The wetland areas will be marked and protected by silt fence. The streets and building pads will be rough graded by bull dozier and motor grader. The utility lines will be installed by trackhoe. The streets will be paved by asphalt and the townhomes will be constructed. All bare areas will be stabilized by temporary and permanent ground cover. 5. Jurisdictional Determinations 5a. Comments: Due to required minimum separation of buildings and setbacks the impacts are unavoidable. E. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The Town of Wilsons Mills has required spacing between the buildings and minimum setbacks. We pushed these required standards as much as was allowed to minimize the impacts as much as possible on the wetland impacts. I questioned the engineer about moving the buildings farther back and closer together to avoid and or minimize the impacts. The engineer minimized and avoided as much as possible. Email from Dalton engineers states "We have the units spaced at the town minimum distance apart and as close the street intersection as the town will allow. So as it stands right nowwe cannot shift them any further down." 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: The wetlands will be marked and protected by silt fence prior to construction. Care will be taken to avoid all wetlands except those permitted for impact. Care will be taken not to allowthe wetlands be damaged by sedimentation. Care will be taken not to work near the wetlands in times of wet weather or when precipitation is expected. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a.
