Mr. Boss,
In response to the NOV for the month of August 2021. In review of the data for the month I have
found that due to a very significant rain event, we were found to be out of compliance for the
TSS monthly average and coliform weekly average for the week of August 16th. That week was
the week that hurricane Fred impacted our region. The North Carolina mountain research station,
located on test farm road Waynesville, recorded 5.23 inches of rain for the week. The heavy
rains in quick bursts caused the TSS to be washed to rapidly through the plant. This also caused
too much demand for the chlorine to get an effective detention time to adequately disinfect the
fecal coliform. We were also found to be out of compliance on 8/7/2021 exceeding our weekly
limit of TSS. This was due to our left-hand primary clarifier having a mechanical breakdown
causing an overload on the secondary system due to short circuiting in the primary. We are
working diligently to keep the outdated portions of the plant running as optimal as possible. We
received conformation today that the plant upgrades will officially be placed out for bid on
October 13t, 2021. Thank you for all your help as we navigate through this process.
