1- Re -lining the inside of the lagoon with clay should plug any existing flow paths that exist.
2- The only investigation that was performed was the initial investigation that is described in the Soil
Evaluation Report. The embankment appeared to have good structural stability in the area that was
excavated, besides the inlet and outlet of the breach, which will be plugged with clay as part of the Repair
Plan.
3- This is a valid concern; the goal of the Repair Plan is to repair the lagoon back to its original approved
design, with additional fortification around the area that is compromised.
4- I will be on site, assisted by a DSWC soil scientist.
5- This option will be considered as a last resort, given the high cost involved. Adding a synthetic liner to the
existing lagoon will also be considered if the currently proposed Repair Plan is rejected.
