DANIEL SMITH NORTH CAROLINA Director Environmental Quality September 27, 2021 DC Mills Farms, Inc DC Mills Farm 153 Lee Mills Rd Trenton, NC 28585 Subject: Lagoon Repair Plan Review DC Mills Farms Swine Waste Collection, Treatment, Storage and Application System AWS520013 Jones County Dear DC Mills Farms, Inc: The Division of Water Resources (Division) has reviewed the repair summary submitted by Chris Love, NC Division of Soil and Water Conservation, on July 14, 2021. The repair plan to utilize a 60 mil HDPE synthetic liner for the full lagoon is acceptable. As noted in the plan, all installation shall comply with the current NC NRCS Standards 359 (Waste Treatment Lagoon) and 521 (Pond Sealing or Lining — Geomembrane or Geosynthetic Clay Liner). The engineer will be required to certify the repair of the hole created by the breach and submit that certification to the Division's Central Office prior to installation of the liner. Sludge removal must be done prior to the installation of the synthetic liner to prevent failure of the liner. Please provide a Sludge Plan of Action (POA) developed and signed by a Certified Technical Specialist as soon as possible. Approval of the Sludge POA is not required prior to implementation; however, it must be submitted to the Division prior to implementation. Engineer's Certification of the completed repairs must be submitted to the Division's Central Office. Please send to my attention.
