NCDENR-DWQ notice indication HOLD status of project (April 17, 2003) ~~"'a'~' The North Carolina Department of Transportation (NCDOT) proposes to conduct secondary roadway improvements to SR 1152 (Holly Springs Road} from edge of pavement on SR 1152 to edge of pavement on SR 1152 in Wake County. The existing structure at Site 1 (Station 25+18-L-} is a 24 inch concrete pipe that is 28 feet long. The stream conveys an unnamed perennial tributary that flows to White Oak Creek in the Cape Fear River Basin (Best Usage Classification C, NCDENR-DWQ Index No. 18-7-6). The proposed replacement structure at the stream crossing is a 54 inch corrugated steel pipe that is 60 feet long. An additiona154 inch corrugated steel pipe that is 60 feet long will be placed approximately 4 feet from the above-mentioned pipe (and out of the flow line of the tributary to White Oak Creek} which will serve as a floodplain pipe. Permanent impacts at the site associated with the replacement of the structure and minimal amounts of rip rap to protect the structure are <0.01 acre fill in surface water and 521inear feet existing channel impacted. The project was placed on hold by the NCDENR-DWQ by letter dated April 17, 2003. The letter states: ~~ S~~/s Division 5, 2612 N. In accordance with 15A NCAC 2B .0233, this project is subject to the diffuse flow requirements for impacts to Neuse River Riparian Buffers. Please provide a new design that shows how NCDOT plans to provide for diffuse flow of stormwater at non-erosive velocities through the ripazian buffers. Please note that the project is located in the Cape Fear River Basin, as indicated on page 1 of the cover letter and on page 6 of the Pre-Construction Notification.
