HomeMy WebLinkAbout20191639 Ver 2_DWR Review - As-Built Report_20211004From: Merritt, Katie To: Andrea Eckardt Bcc: Wojoski, Paul A Subject: DWR Review - Long Pond AsBuilt Report Date: Monday, October 4, 2021 11:50:00 AM Attachments: 20191639 Ver 2 BPDP for PN 20201116.pdf 20191639 Ver 2 DWR Site Visit Response Letter 20210914.pdf 20191639 Ver 2 As Built Report DRAFT 20210702.pdf Hey Andrea, I have finalized my review of the Long Pond As -Built Report received by Wildlands on July 3, 2021 and have also reviewed the comment response summary from Wildlands received on September 14, 2021 (see attached). My comments are as follows: 1. Project Credit Table submitted with As -Built Report: The credit table is not accurate and does not reflect the credit types generated at the site based on the AsBuilt Walk performed by DWR. However, Wildlands provided a memo on September 14, 2021 documenting the credit generation changes on the site as compared to the approved BPDP. Therefore, DWR will use this credit table (see attached) to issue future credit releases. 2. Project Credit Table submitted with the comment summary memo (see attached): a. All area totals match the survey totals (in square feet) submitted with the As -Built Report (except for the Enhancement area which is now defined as "Preservation"). b. The features on the Credit Table are not broken out the same way as they are presented in the Approved BPDP (see BPDP credit table attached). The credit table provided by Wildlands combines features of different feature types (stream, ditch, ephemeral, etc) on the same row and that should not be done. Please address accordingly and submit revised documentation. c. The description of the Max -Min Buffer Width for the credit type "Nutrient Offset" on the 3rd row is misleading and is not representative of Figure 3 (Credit Generation Map -see attached). The min -max along UT1 and Long Pond Branch for nutrient offset credit appears to be 101-200' as shown in Figure 3, whereas it is represented in the table as 0-200'. The min -max along Ditch A for nutrient offset credit appears to be 0-200' as shown in Figure 3, whereas it is represented accurately in the table as 0-200' but should be represented on a different row in the table. Please address accordingly and submit revised documentation. 3. The Survey does not separate out the total area adjacent to the streams vs the ditches, which is required per the approved BPDP. Wildlands should present the project's credit assets for the As -Built Report & corresponding Survey the same way as they were presented and approved in the approved BPDP. Please address accordingly and submit revised documentation. 4. A-sBuilt Report does not reflect changes to credits based on the As -Built Walk site visit by DWR. However, Wildlands accurately addresses those changes in the attached comment summary memo and therefore no further response is needed. 5. Figure 3 (see attached): The legend indicates the "Mitigation Activity" (Restoration, Enhancement, Preservation) but does not depict the "Credit Type" being generated in those areas. Update the legend to indicate what credit type is being generated by each Mitigation Activity. Change "Buffer" to "Riparian". Please address accordingly and submit revised documentation. Please provide a response to all comments above where a response is required/needed. Wildlands should include a summary of all responses to comments above in one (1) comment summary memo and can send the response via email. Once DWR has received responses that adequately address the comments above, DWR can proceed with a formal notification of approval of the AsBuilt Report and Wildlands can obtain the required monitoring bond for the site. Once all items are received for Task 3, DWR will proceed with issuance of the credit release. Thank you for your patience, katie Katie Merritt.
