D. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
The project represents a long -term benefit to the streams by stabilizing eroding banks and reducing fine sediment inputs.
Stream impacts will be temporary and minimal. Construction phase best management practices will help minimize the short-
term impacts, as described in below.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
The will begin only after all materials are stockpiled nearby. Equipment will work from the top of the stream banks and access
to the stream bottoms will be limited to designated areas of disturbance. A pump - around flow diversion will be used for work
on UT1. The contractor will be required to use only well maintained and functioning equipment and perform daily checks for
leaks. An emergency spill plan will also be required.
