The Corps has received (November 11) and reviewed your submitted Pre -Construction Notification (PCN) application
and supporting documents for the proposed culvert removals at the William Scherer Tracts Black Beaver Road. The site
is located on a tract of land (PIN 8593-64-2665-000 and 8593-74-0366-000) south of the intersection of Black Beaver
Road and Spring Brook Lane in Brevard, Transylvania County, NC. Coordinates are 35.16190 N, 82.69133 W. The Corps is
requesting site meeting to review and discuss some apparent conflicts between the submitted permit request, the
issued (June 2017) after -the -fact general permit verification, and the 2017 approved corrective action plan.
The attached jpeg file contains the Corps notes (see orange call boxes) to be discussed at the meeting. I have open dates
of January 14 and 15, 2021. If one of those dates will work, then let me and we will schedule a meeting at the site.
At this time, the request to utilize NWP 29 for authorization of impacts to WoUS is on hold until the conflicts are
resolved or cleared -up. Please copy Kevin Mitchell with NC Department of Environment Quality, Division of Water
Resources on your responses. If you have any questions please contact me.
