Copy to: File Thank you, omas Blackwell, PWS Senior Scientist NORTH CAROLINA - SOUTH CAROLINA PROJECT NARRATIVE /SLrNflvIARY FOR Chestnut Phase II (SLS #3044) PROJECT DESCRIPTION Chestnut Place Phase H being proposed at the end of Stone Hill Lane, in the Town of Stallings, Union County, North Carolina. The site has been approved by NCDNER for the roadway grading and installation of the proposed sediment and erosion control measures (plans prepared and designed by RDDavis). The 401/404 permits that were previously approved and obtained for the site have expired. A new PCN is being submitted for a new Wetlands permit. EROSION CONTROL Silt fencing shall be installed along the low sides of the development so that turbid surface waters are held on -site & to prevent sediment from entering adjacent properties. Inlet protection shall be installed for all of the existing & proposed storm sewer structures. A stoned construction entrance shall be utilized for all ingress /egress construction traffic to eliminate possible muddy roads, & siltation to the existing lots. In addition, the remaining trees and vegetation provide a significant buffer to adjoining properties. Temporary sediment traps, temporary diversion ditches with check dams spaced 100 -ft o.c. & stone outlets shall be utilized & constructed to reduce velocities & sediment laden runoff. Calculations for these measures are included on the plans. Additional erosion control measures will be used as necessary to prevent sediment from leaving the site along with site monitoring visits after each heavy rain events (0.5 -inch & greater) to inspect for any off - site sedimentation problems. Necessary actions shall be immediately made to repair, maintain or restore any areas that potentially, have or will fail. WATER QUALITY The proposed Water Quality for the site will be achieved by constructing Infiltration Trenches with Level Spreaders at FES 13 and 28. Both areas will have a 4'xI00'x4' deep infiltration trench to a level spreader. The level spreader will be installed a minimum of 30' from the surface water. In addition, the existing wetland area will be preserved and serve as a stormwater wetland area. Per the supplemental form, the area is required to provide 19,384 ft ^3 and the existing wetland area is a minimum of 20,094 ft ^3. DEED RESTRICTIONS AND PROTECTIVE COVENANTS For all subdivisions, outparcels, and future development, the appropriate property restrictions and protective covenants are required to be recorded prior to the sale of any lot. If lot sizes vary significantly or the proposed BUA allocations vary, a table listing each lot number, lot size, and the allowable built -upon area must be provided as an attachment to the completed and notarized deed restriction form. The appropriate deed restrictions and protective covenants forms can be downloaded from http: / /portal.ncdenr.org /web/ wq / ws / su / statesw /forms docs. Download the latest versions for each submittal. In the instances where the applicant is different than the property owner, it is the responsibility of the property owner to sign the deed restrictions and protective covenants form while the applicant is responsible for ensuring that the deed restrictions are recorded. By the notarized signature(s) below, the permit holder(s) certify that the recorded property restrictions and protective covenants for this project, if required, shall include all the items required in the permit and listed on the forms available on the website, that the covenants will be binding on all parties and persons claiming under them, that they will run with the land, that the required covenants cannot be changed or deleted without concurrence from the NC DWQ, and that they will be recorded prior to the sale of any lot.
