I am reporting on the SOC for the Town of Liberty for the Quarter from April 1, 2021 to
June 30, 2021 in accordance to the SOC EMC SOC WQ S19-011 guidelines.
Section 2(a)(2) and Section 2(a)5 of the SOC discusses the GoldenLeaf Funds. All of the 3,231
linear feet of sewer main line has been rehabilitated as of April 28, 2021. There was an
additional portion of sewer found at a manhole on Fayetteville Street that needed some extra
attention that was not on the initial 3,231 linear feet. We have reached out to GoldenLeaf and
received funds to fix the lateral that is coming into that particular manhole. This work will be
completed as soon as we get the permit back from Northfolk Southern. The application has been
submitted and we have finally received confirmation. We have asked for a Golden Leaf
extension to October 31, 2021 so that the engineering firm can provide Norfolk Southern some
engineered data that they have requested. We have completed this section of the SOC and are
doing more than initially planned. We will continue to give updates until the final section is
replaced with GL funds.
Section 2(a)(3) and Section 2(a)(6) of the SOC discusses the CDBG funded project. This project
is well underway. The construction update meetings are being held monthly, spot repairs are well
underway, and the project is progressing ahead of schedule. The original scheduled completion
date is December, 2021. Section 2(a)(3) is complete and we will give an update on the
construction progress on the next quarterly report and Section 2(a)(6) will be completed on time.
Section 2(a)(4) and Section 2(a)(7) of the SOC discusses the ASADRA project. The engineering
reports have been submitted and we have passed a resolution to accept the funds. We are also
having our first meeting about this project starting end of July 2021.

The completion of section 2(a)(3) will be completed by Aug, 2022. We will continue to give
updates on this section as we move forward. Section 2(a)(7) is the completion date for this
project on or before Sept 30, 2023. This should be attainable.

the 3rd quarter, July -September 2021 which is due by October 30, 2021.
