Hi David and Kaylie,

I have reviewed the information sent to me about the Scherer Culvert Removal project,
which proposes to remove an unauthorized 40’ culvert and shorten an unauthorized 80’
culvert to 40’ on an unnamed tributary to Steel Creek in Transylvania County. This work is
part of the agreed upon Corrective Action Plan to address an Unauthorized Activity and
Notice of Violation issued in 2017 for impacts to streams.

Project activities should avoid the trout moratorium of October 15 to April 15 in order to
minimize impacts to Brook Trout reproduction.
