DANIEL SMITH NORTH CAROLINA Director Environmental Quality September 24, 2021 Larry Ball Regional Area Safety Manager Oldcastle Infrastructure 4905 Stough Rd Concord, NC 28027 Transmitted via email to Larry.Ball@oldcastle.com Subject: Compliance Evaluation Inspection Oldcastle Infrastructure — Raleigh Plant Permit No. NCG500360 Wake County Dear Mr. Ball, On June 29, 2021, Cheng Zhang of the Raleigh Regional Office (RRO) conducted a compliance evaluation inspection of the subject facility. Your assistance was appreciated as it facilitated the inspection process. The inspection report is attached. The following observations were made: Compliance evaluation inspection conducted by Vanessa Manuel of RRO in 2017 revealed that the operational process for making concrete pipes was changed from a Vibration Under Pressure process to a Bidirectional Process, and the facility no longer generated wastewater using the new process. The production facility used to generate wastewater was demolished in January 2016. This site visit confirmed that no cooling tower wastewater is generated on site. Rescission request for the COC was submitted to the Division on June 29, 2021, the COC was subsequently rescinded on June 30, 2021. If you have any questions regarding the attached reports or any of the findings, please contact Cheng Zhang at: (919) 791-4200 (or email: cheng.zhang@ncdenr.gov).
