Project Description 3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The Fidelity Stream Restoration project is located in Durham, North Carolina between Davis Drive, NC 54, and Wilkinson Farm Road at 35 Davis Drive, Durham, NC. The 117.7 -acre property is owned by Fidelity and contains approximately 4,000 LF of stream. The stream of interest, UT to Burdens Creek, has a drainage area of approximately 340 acres and is located within the Haw and Cape Fear watersheds. An exposed sewer pipe crosses the stream near a pedestrian path that runs through the project site. It appears that at some point rip rap was added beneath the sewer line which may have exacerbated some localized stream bank erosion. Additionally, there is evidence that the entire stream bed became incised by at least one to one and a half feet (most likely due to increased runoff from upstream development) at some point in the last 10 to 15 years. It is believed that this incision erosion exposed the sewer line. Natural channel design techniques will be used to alleviate the stream erosion by raising the stream bed and stabilizing the banks for a very short section of stream. 3b. List the total estimated acreage of all existing wetlands on the property: The amount of wetlands on the property is not known. There were no wetlands discovered within the project boundary. 3c. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property: Approximately 4,400 LF. 3d. Explain the purpose of the proposed project: The purpose of the Fidelity Stream Restoration is to stablize the stream banks, especially in the area of the exposed sewer line, and improve aquatic habitat. The stressors to the natural hydraulic systems are on a watershed scale as a result of urbanization and uncontrolled urban runoff. The Project proposes to attenuate these watershed stressors through habitat improvements, stabilization, and installing in- stream structures to stablize the banks. 3e. Describe the overall project in detail, including the type of equipment to be used: The primary means of stabilizing the stream is to build up the channel bed in the location adjacent to the exposed sewer pipe and build a constructed riffle downstream of the pipe into a pool. Two log vanes will also be constructed to stabilize the left bank and redirect the water to the center of the channel. These structures will form scour holes which will provide aquatic habitat. The banks will also be laid back to allow for the establishment of native vegetation. The banks and disturbed over banks (approximately 0.28 ac.) will be replanted with native vegetation. The length of the stream restoration is approximately 175 feet. Page 3 of 12 PCN Form — Version 1.3 December 10, 2008 Version 4. Jurisdictional Determinations 4a.
