In determining the boundary of the floodplain to be donated, CSWCD requested that the previous property owners and /or Beacon Partners provide for permanently - protected water qualify buffers adjacent to the floodplain and streams flowing to the Rocky River on this property. With this permanent protection in mind, under the "Compensatory Mitigation" section of the Public Notice, CSWCD would like to see a proposal that is responsive to our previous request to grant conservation easements on vegetative buffers on streams connecting to the portion of floodplain owned by CSWCD. Attention will need to be paid to mandatory water quality buffers associated with the ACOE permit for the creation of a reservoir on Coddle Creek circa 1990, as well as buffers associated with the existing Interbasin Transfer Certificate and Cabarrus County Waterbody Buffer Zone ordinance. Finally, we are also concerned that the placement of a water quality BMP adjacent to the ingress /regress easement along the southern property boundary might result in hydrological conditions that would make this access corridor unsuitable for vehicular traffic. We would like to participate in the public hearing on this permit request; please notify us of the hearing date.
