The revised Impacts Maps have been attached showing an increase to temporary wetland impacts, slight decrease to permanent stream impacts, and the addition of temporary stream impacts to the drawings and table. Additionally, a Velocity Dissipation Pad (VDP) Design table has been added below the Impacts Table (Sheet CWI-C1.7). This VDP table provides the calculations for the rip rap pad dimensions associated to Impact 6. Temporary impacts to wetlands have increased from 0.071 acres to 0.072 acres to reflect a change in the position of the pipe for Impact 5. This pipe was originally proposed to maintain the hydrologic connectivity of the wetland impacted in Impact 5. The pipe was shifted to provide hydrologic input to more of the southern portion of the wetland. Please note this change was not requested by either the NC Division of Water Resources or the US Army Corps of Engineers. For streams, we are proposing a slight decrease to permanent impacts, from 128 linear feet to 127 linear feet. This decrease is because of a slight shift in the orientation of the proposed 36” RCP. Permanent-no loss stream impacts remained the same. Temporary stream impacts have been added to the table and drawings. The comments provided by the NC Division of Water Resources (NC DWR) are outlined below in italics and are grouped by question. Our response is below each comment. 1) Stream impact 6: the 24 linear feet impact for rip rap seems excessive. Please provide details for why this impact cannot be minimized [15A NCAC 02H.0506(b)(1)]: The design of the rip rap pad dimensions is based on calculations from the NC DEQ Erosion and Sediment Control Planning and Design Manual chapter 8. The factors used for this determination include the pipe diameter, velocity, and rip rap zone. The calculations for the design of the rip rap pad are shown on CWI-1.7. Different orientations and sizes of the pipe were considered, but the length of the rip rap pad could not be reduced. Please note that the final proposed design calls for a steeper pipe slope than the original design. However, we are still proposing that the inlet and outlet of the RCP will not be buried, as per the guidelines of the new Individual Water Quality Certification. 2) Stream impact 6: Dewatering-will there be any temporary impacts for dewatering at this stream impact. Please provide clarification if there will be temporary impact [15A NCAC 02H.0506(b)(1)]: Temporary stream impacts will occur and have been added to the drawings and table (CWI- 1.6 and CWI-1.7). A total of 40 linear feet of temporary stream impacts will be associated with the dewatering of the stream at Impact 6.
