Additional Information Requested: 1. The DWR takes its direction from the USACE and without the required documentation and Preconstruction Notification Application sets, this agency is unable to begin a review and approval process. Please see the following links to understand the process to obtain a 401 Water Quality Certification. AUG This letter is being submitted on behalf of Mr. John W. Wooten who will be entering into a binding wetland restoration agreement with the U.S. Fish dt Wildlife Service (USFWS) to complete a wetland restoration/enhancement project on his property in Pamlico County. This correspondence is intended to satisfy the reporting requirements of the Nationwide Permit (NWP) 27. Based on our discussions and on -site visits, I understand that this project will likely meet the requirements of the NWP. The 8 acre project site served as an agriculture field years ago. Ditches on the perimeter of the project area provide some drainage to the site as well as to areas along Lowland Rd. At some point, the site was allowed to grow into a forest dominated by loblolly pine which is what exists at present. This project will create an emergent wetland on the site that will generally be shallowly flooded in fall/*mter /early spring and exposed to encourage plant growth during summer. The site will be managed to produce naturally occurring herbaceous wetland vegetation. Project details regarding the construction process and management are provided in the enclosed Wildlife Cooperative Extension Agreement. Mr. Wooten is entering into this agreement through our agency's Partners for Fish and Wildlife program. Our support is based on several expected benefits. Water quality will be enhanced due to the filtering fimctions and slow release of rainfall. Excellent wetland habitat will be provided for many species of wildlife, including mammals, birds, reptiles, amphibians, and invertebrate populations that utilize wetland habitats. Management will be focused on providing high-quality habitats for wintering waterfowl and migrating shorebirds. The enclosed maps illustrate the approximate locations of the project activities.
