Trade Street Charlotte, North Carolina 28202 SUBJECT: Permit No. NC0024970 Authorization to Construct (Revised) City of Charlotte Wastewater Treatment Facilities EPA Project No. C370377-07 Dear Mr. White: The revised final plans and specifications for the subject project have been reviewed and found to be satisfactory. Authorization is hereby granted for the construction of modifications and improvements to the existing 30.0 mgd activated sludge plant to consist of a new administration building; a new maintenance facility; two (2) new gravity sludge thickeners; mechanical sludge screening and pumping facility; two (2) aeration basin splitter boxes; one (1) clarifier splitter box; a non -potable water pump station and piping; a sludge thickening/dewatering complex with one (1) new dewatering centrifuge, two (2) new thickening centrifuges, relocation/modifications of one (1) existing dewatering centrifuge, and a sludge screw conveyor and truck loadout facility; an effluent weir box; modification to the existing influent structure; a new mechanical bar screen and conveyor system; modifications to the existing mechanical bar screen; one (1) grit separator and classifier; influent pump station modifications; modifications to the primary clarifier to improve sludge removal; trickling filter ventilation; improvements to existing final clarifiers; conversion of polishing ponds to mechanically aerated post aeration basins; modifications to the intermediate pump station and RAS pump station; modification to the existing chlorine contact basins, chlorine storage building, and chlorine feed system; aeration blower facility modifications; anaerobic digester modifications, including changes to the digester, sludge holding tank, digester control building, boiler building, and the sludge holding tank control building; and associated instrumentation, yard piping, site work and electrical work. Box 27687, Raleigh, North Carolina 27611-7687 Telephone 919-733-7015 An Equal Opportunity Affirmative Action Employer i -2- Do not proceed with construction until the Authorization -to -Award package, EEO, and MBE documentation/certification have been reviewed, and you are in receipt of our approval, if Federal funding is desired for project construction. The permittee shall employ an actively State certified wastewater treatment plant operator to be in responsible charge of the wastewater treatment facilities. Such operator must hold a valid State Certificate of. the grade at least equivalent to the classification assigned to the wastewater treatment facilities by the Certification Commission. When a new chief operator must be obtained to be in responsible charge of the new facilities, it is required that this be done by the time the construction of the facilities is 50% complete. The Authorization -to -Construct is issued in accordance with Part III-, Paragraph C of NPDES Permit No. NC0024970, issued June 1, 1984 and shall be subject to revocation unless the wastewater treatment facilities are constructed in accordance with the approved plans, specifications, and supporting documents; and are in compliance with the conditions and limitations specified in Permit No. NC0O24970. The permittee shall have an acceptable sludge analysis and a sludge E.P. toxicity analysis which have been approved by the Division of Health Services, Solid Waste Management Branch prior to the disposal of any sludge from the new wastewater treatment plant. Copies of the analyses, supporting documents, and approvals shall be submitted to the Division of Environmental Management's Water Quality Section and the Mooresville Regional Office. During the construction of the proposed additions/modifications, the permittee shall continue to properly maintain and operate the existing wastewater treatment facilities at all times, and in such a manner, as necessary to comply with the effluent limits specified in the NPDES Permit. You are reminded that it is mandatory for the project to be constructed in accordance with the North Carolina Sedimentation Pollution Control Act, and, when applicable, the North Carolina Dam Safety Act. In addition, the specifications must clearly state what the contractor's responsibilities shall be in complying with these Acts. The disposing, selling or free distribution of wet, dried, composted sludge or sludge -like materials from wastewater facilities without prior review and approval by this Division is illegal. One (1) set of final approved plans and specifications is to be forwarded to you, one (1) set to the Environmental Protection Agency (EPA), and one (1) set to the Corps of Engineers. - 3 - If you have any questions or need additional information, please contact Mr. Bill Hoffman, at (919) 733-6900.
