Information was obtained by telephone on December 4, 1985, from Mr. Glenn M.
Rhodes, Assistant Manager of the Isothermal Planning and Development Commission,
concerning the manufacturing activities at Outboard Marine Corporation's (OMC)
proposed Rutherford County facility. The information was that OMC would not dis-
charge any process wastewaters to the Town of Rutherfordton's municipal sewage
collection and treatment system other than from a completed engine test operation.
If there will be no other process wastewaters discharged from OMC's plant, the Town
will not at this time be required to operated a formal Pretreatment Program as
descrihed in Federal and State regulations (40 CFR 403 and 15 NCAC 2H). Should the
nature of manufacturing processes which contribute wastes to the Town's treatment
system change, a Pretreatment Program may need to be implemented in the future.
Mr Thomas C. Sweet, OMC's Corporate Environmental Engineer, has supplied a
sketch of a Model 400-s, 400 gallon per minute capacity Corrugated Plate Inter-
ceptor oil and water separator proposed as a control device for the wastewater
stream from the engine test operation. Mr. Sweet stated in a letter of November
25, 1985, that the device would remove sufficient oil and hydrocardons from the
engine test operation's wastestream so that compliance with the Town of Rutherfordton's
Sewer Use Ordinance will be maintained and adverse impacts on the Town of
Rutherfordton's wastewater treatment facility will be prevented.
Based upon the currently available information, OMC's proposed operation should
be in compliance with Federal and State water pollution control laws and regula-
tions. The Division of Environmental Management will be finalizing the Town of
Rutherfordton's application for expansion of the municipal wastewater treatment

facility on the assumption that CNC will only be assetbling and testing engines.
Also, a copy of this letter will be sent to Ms. Pat Thompson, with the Division
of Community Assistance in response to a contingency in the Town's Community
Development Block Grant requiring a statement from the Division of Environmental
Management concerning pretreatment of wastewaters.
