Impact Justification and Mitigation 1.Avoidance and Minimization 1a.Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The proposed project was designed to avoid and minimize impacts to Waters of the U.S.in the project area to the greatest extent practicable.A detailed wetland and stream delineation was completed for the project and findings were incorporated into the design in order to identify opportunities for avoidance and minimization.The location of the proposed sidewalk was changed following the delineation resulting in a reduction of 48 LF of impact of permanent stream impacts.In addition,the proposed location of the 60"cross pipe under Pearl Road was shifted further eliminating 53 LF of permanent impact to the stream.Dual cross pipes are proposed under Rock Quarry Road in order to minimize the length of upstream channel tie-in. Finally,2:1 are proposed along the alignment at the crossing. lb.Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Implementation of NCDOT's Best Management Practices for the Protection of Surface Waters(BMPs)will minimize impacts to water resources during the preconstruction and construction activities.A Pre-construction meeting will be held whereby the permanent loss impact limits would be staked by a licensed surveyor and reviewed in the field,including measuring the impact footprint with a tape.An as-built survey of the stream fill will be completed showing the footprint of permanent loss impacts overlaid on the stream/wetland delineation. 2.
