Dave Hallock (VP) and Rodney Whitfield (Plant Manager) assisted with the inspection. The facility appeared well maintained and operated at the time of the inspection, and in compliance with Permit NC0056561. The following items were noted at the time of the inspection: A new DAF unit and associated treatment components have been installed and are operational. This unit intercepts industrial effluent flow from the facility prior to the old lagoon system ("Fiber traps," aeration lagoon and polishing pond) and treats it prior to discharge. The final configuration of this system will route effluent to the aeration basin and polishing pond for redundancy, however plant staff report the DAF system is already meeting permit limits. The existing fiber traps will be decommissioned. A microfilter component is planned to be added as the final effluent treatment step before discharge to the receiving stream. The effluent sampling point will be relocated downstream of the microfilter. A geotube system for backup solids removal is also being considered. A description of the new components and associated changes, as well as the new location of the effluent sampler should be added to the permit during the next renewal cycle. The facility states they wish to retain their Non -Discharge permit for the foreseeable future.
