Regional Supervisor Water Quality Regional Operations Section Asheville Regional Office Division of Water Resources, NCDEQ 7` SEP 2 9 2021 =---) 'Hater Quality Regional Operations Asheville Regional Office SUBJECT: NOTICE OF VIOLATION & INTENT TO ISSUE CIVIL PENALTY Tracking No.: NOV-2021-DV-0399 Sanitary Sewer Overflows -July 2021 Collection System Permit No. WQCS00004 MSD Buncombe County of Buncombe County 164 Goldview Rd. 07/19/2021, Incident Number 202101585 Mr. Boss, In response to the above -mentioned notice of violation & intent to issue civil penalty for the SSO at 164 Goldview Rd. MSD would like to provide you with information about the cause of the SSO and corrective actions taken. MSD received a call for a sewer leak at 8:01 AM, crews arrived on scene at 8:15 AM. The crew found the leak coming out of the ground near MSD's force main for Weaverville One Pump Station. Three MSD combination truck crews responded to bypass the pump station arriving at 9:30 AM along with two contract septage haulers. MSD construction crews arrived on scene at 9:40 AM and began excavation at the leak location. Construction crews found the leak coming from an inch and a quarter sized private force main that had blown out. The private force main had a check valve that was nonoperational causing the sewer in MSD's force main to exit through the break in the private force main. The valve vault for the private force main was located and was shut off at 11:15 AM containing the SSO. The private force main check valve that failed was not rated for pressure sewer. MSD replaced the defective valve with one that is rated for sewer use. MSD replaced fifteen feet of the private force main including replacing the galvanized fittings with stainless steel fittings, making the connection more durable and increasing its longevity. The private force main was added to MSD's mapping system where it had been previously unmapped. It was added to the six-month inspection cycle concurrent with MSD's air relief valve inspections.
