Dear Mr. Harris:
This correspondence is in response to your request to discontinue monitoring at the Three Swamp Mitigation
Sites, which is made up of three individual sites at overpasses located at Upper Broad Creek, Deep Run Creek,
and Goose Creek on NC -55 in Craven and Pamlico Counties. This mitigation is associated with the widening
of NC -55, NCDOT TIP Project R- 2539A &B. This mitigation, authorized by CAMA Permit No. 55 -03,
consisted of removal of fill and restoration of 4.23 acres and 11.99 acres of enhancement of Section 404 riverine
wetlands.
Based on observations made by the DCM representative during the field meeting that took place on July 9, 2013
and consultation with the US Army Corps of Engineers (USACE) and the NC Division of Water Resources
(DWR), DCM has concluded that the mitigation provided at the at these sites was successful. Therefore, DCM
concurs with your recommendation to discontinue monitoring. This does not eliminate the need to obtain any
other approvals or authorizations that may be required by the DWR and the USACE.
