Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The site is situated between 150 and 260 feet above MSL. The site consists of wooded and scrub/shrub land. An unnamed tributary to Neills Creek is located on the western portion of the site. Neills Creek is located on the southern portion of the site. A railroad is located west and adjoining the site. In general, the elevation on site decreases to the south, in the direction of Neills Creek. A scrub/shrub thicket, resulting from recent timber activity, is located on the northern and central portions of the site, agricultural fields are located on the central and southwestern portions of the site. The remainder of the site is wooded and within the floodplain. A gravel road extends south from Ballard Road and crosses Stream B. There is no culvert at the crossing. The stream sheet flows over the gravel road. Headwater identified four wetland areas and eight streams within the site boundaries. Wetland Area A is located within a recently timbered area on the central and eastern portions of the site. The remaining wetlands are located within the wooded areas on the western and southern portions of the site. The wetland and stream locations were verified by the U.S. Army Corps of Engineers on December 31, 2020 (SAW-2020-01392). The site is situated in a growing area of Harnett County. Ballard Road is located along the northern boundary. Single family dwellings are located north of the site, and a residential subdivision is located west of the site. The lands to the east and south are wooded. The site and surrounding properties have historically been used agricultural or been wooded and undeveloped since at least the 1930s. A railroad has bounded the western portion of the site since at least the 1930s. A sewer easement was constructed through the southern portion of the site in the late 1990s/early 2000s. Dwellings steadily increased in the vicinity of the site in the 1990s and 2000s. The majority of the site was timbered between 2016 and 2018. 4b. Explain the purpose of the proposed project:* The proposed project involves construction of a residential subdivision consisting of single-family homes. As the population of Harnett County continues to grow, new affordable housing accommodations are needed to keep up with an increasing population. One of the several factors responsible for the population growth in Harnett County stems from the growth of counties to the north. Many new residents in Harnett County are commuting to Durham County, Johnston County and the greater Raleigh metropolitan area. The proposed subdivision is designed to accommodate and attract middle income families. Access to the proposed subdivision shall be extend south from Ballard Road. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The proposed project includes development of a 117-lot residential subdivision consisting of single-family homes. Municipal water and sewer services will be provided to the neighborhood. An upland "peninsula" is located on the west side of the unnamed tributary to Neills Creek (Stream B). Stream B is perennial and riparian wetlands are located along the lower reaches of Stream B. Additionally, the upland peninsula is bordered on the west by a railroad, private property is located further west. Private property is also located south of the peninsula and floodplain wetlands are located east. The only way to access the peninsula is by crossing Stream B with a paved access road. Proposed development of an improved road, crossing Stream B will result in 0.34 acre of wetland impacts and 203 linear feet of stream impacts. The site is comprised of varying topographic terrain. Grading and earth moving activity is expected throughout the site. An additional wetland impact totaling 0.03 acre will occur from slope side grading on the northern portion of the site, between Lots 39 and 40. The road stub on the northeast portion of the site, between Lots 39 and 40 is per Harnett County requirements, this is not a phased project. Harnett County Planning Services requires residential subdivisions to provide neighborhood connectivity, should additional development on lands to the north should occur. This neighborhood connectivity to adjacent properties is to reduce traffic on arterial roads and to avoid land -locking neighboring subdivisions. The project area include agricultural land and/or areas previously cleared land from timbering activity. Bulldozers, backhoes, and excavators will be used in the grading of the site, building of the BMPs, and other aspects associated with the development of a residential subdivision. Additionally, pick-up trucks will be utilized on site by contractors and construction workers. "Jack and bore" construction methods will be used to extend the sewer line under Neills Creek. Silt curtains will be utilized within Stream B to prevent downstream sedimentation. 4j. Please upload project drawings for the proposed project. Wetland Impact 1A is located on the northeast portion of the site, at the uppermost portion of the wetlands. Slope side grading is needed to adequately support the road adjacent to Lots 39 and 40. Minor impacts are proposed as a result of road and lot construction. Temporary wetland impacts associated with installation of the sanitary sewer line are proposed. Temporary Impact 2B traverses a scrub/shrub thicket on the central portion of the site (previously timbered land). The sewer line is 8 inches in diameter and shall be buried apprordmately 5-feet below grade. The trench will be backfilled to the natural grade elevation after installation. After installation of the sewer line, the conditions within the easement will return to naturally vegetated state. Wetland/Stream Impact 3C is located on the southern -central portion of the site. An upland "peninsula" is located on the west side of Stream B. Stream B is perennial and riparian wetlands are located along the lower reaches of Stream B. The only way to access the uplands is to cross Stream B and associated wetlands. These permanent wetland impacts are associated with fill needed to build a road. Comments: Impact Area 3C - Permanent stream impacts are associated with fill needed to build a road on the southern -central portion of the site. The road shall provide neighbor continuity for the eastern and western portions of the subdivision. Currently, an unimproved gravel access road traverses Stream B. It is our opinion, the gravel road serves as an artificial impoundment to the stream. The stream width at the impact area is based on measurements upstream and downstream of the gravel road. Based on our GPS data collected in the field, the stream width varies between 4.0 to 4.5 feet wide along this reach. At Impact 3C, we used the average width of 4.25' wx 203' long = 0.0198 acre. Sheet CWI-3.0 includes construction details associated with boring beneath Neills Creek. No stream impacts are anticipated at this location. Stream width 4.25' x 203' = 864 sq. ft. = 0.020 acre E. Impact Justification and Mitigation L.' 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The current site plans were designed to specifically to avoid and minimize impacts to Waters of the U.S. A "jack and bore" construction method shall be used to extend the sewer line beneath Neills Creek. There are no proposed stream impacts at Neills Creek. Permanent Impact 1A Scrub/shrub wetlands encompass a large area on the central portion of the site (-15 acres). Grading and development was deigned to avoid the majority of Wetland Area A. Minor impacts to the uppermost portion of the wetland are proposed. The road adjacent to Lots 39 and 40 was designed in order to meet Harnett County requirements. Temporary Impact 2B The sewer lines are generally oriented "high" to "Iosf, with the dwellings situated at a higher elevation, and the sewer tie-in located at a lower elevation. The orientation of sewer line generally follows the natural decreasing topography. The project design team intentionally selected a narrow portion of the wetland for Impact 2B. The area is an emergent/scrub-shrub thicket, no tree clearing shall occur at this location. Permanent Impact 3C The only way to access the uplands on the southwest portion of the site is to cross Stream B. The location of Impact 3C was specifically selected along the footprint of an existing gravel road. The gravel road is not culverted and Stream B sheet flows over the road. It is our opinion, the gravel road has created an impoundment, and adversely impacted Stream B. The remainder of Stream B has an a larger intact wooded corridor and active floodplain wetland system. Alternate road crossing locations would result in more tree removal, greater wetland and stream impacts, and would've left the adverse effects of the gravel road unaddressed. Therefore, alternate road crossing locations were not considered. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Silt fencing will be installed prior to construction along the perimeter of the wetlands and streams to minimize sedimentation into these resources.
