DANIEL SMITH DON' For NORTH CAROLINA Errietronmeitterf Qualify CERTIFIED MAIL # 7018 0360 0002 2099 7385 RETURN RECEIPT REQUESTED September 23, 2021 Mr. Walter Rhyne Belmont Textile Machinery Company P.O. Box 568 Mount Holly, NC 28120 Subject: Notice of Violation Compliance Evaluation Inspection NOV-2021-PC-0476 Belmont Textile Machinery WWTP NPDES Permit No. NC0023540 Gaston County Dear Mr. Rhyne: Enclosed is a copy of the Compliance Evaluation Inspection for the inspection conducted at the subject facility on September 15, 2021, by Ori Tuvia. Joseph Cote's and your cooperation during the site visit was much appreciated. Please advise the staff involved with this NPDES Permit by forwarding a copy of the enclosed report. As discussed during the inspection, it is highly recommended that the facility explore the possibility of connecting to the city sewer. If the facility is unable to connect, or decides not to connect to the city, the following items must be addressed. Overall, the wastewater treatment system needs attention and maintenance. Please note that Part II, Section C, Condition 2 of your permit requires that, "the Permittee shall at all times properly operate and maintain all facilities and systems of treatment and control (and related appurtenances) which are installed or used by the Permittee to achieve compliance with the conditions of this permit." The following areas of concern were observed during the inspection: 1) At the time of the inspection, the bar screen appeared too coarse and insufficient to catch the debris of the influent flow. Rags, paper products and other debris were observed in downstream treatment units. A settleability test of solids at the time of the inspection was very low settling in the 10% range after 15 minutes. Slow settling may be an indication of insufficient wasting. 3) The facility is equipped with two blower/motor units, however, one of the blowers was not functional at the time of the inspection. The blowers seem to be aging and should be evaluated for dependability. 4) At the time of the inspection, the skimmers in the clarifier were not removing the floating solids sufficiently and the clarifier had floating solids and scum. 5) Advanced signs of rusting were clearly visible in the digester and adjacent wet well. Please be advised that this letter is a Notice of Violation. You are requested to respond to this Notice in writing within fifteen (15) days of receipt indicating your Plan of Action to ensure future compliance. This Plan of Action should include a timeline within which the items will be adequately addressed. Failure to respond and/or failure to resolve the violations could subject you for further action by the Division of Water Resources. The report should be self-explanatory; however, should you have any questions concerning this report, please do not hesitate to contact Ori Tuvia at (704) 235-2190, or at ori.tuvia@ncdenr.gov.
