Sugar Sands Phase 3 at Sea Trail
Plantation

Dear Mr. Dennis:
The Wilmington Regional Office received the Stormwater
submittal for the subject project on December 3, 1991 and revised
plans on January 31, 1992. Based on our review of the project
plans and specifications which limit the built -upon area to 3,500
square feet on each of the 41 lots identified, we have determined
that the project complies with the Stormwater Regulations set
forth in Title 15A NCAC 2H. 1003(a)(2). This Certification shall
be effective from the date of issuance until rescinded and the
project shall be constructed in accordance with the plans and
specifications as filed with the Wilmington Regional Office.
Any modification of the plans submitted to this Office or
further development of this site will require an additional
Stormwater submittal/modification and approval prior to
initiation of construction. Modifications include but are not
limited to; project name changes, transfer of ownership, redesign
of built -upon surfaces, addition of built -upon surfaces, redesign
or further subdivision of project area.

Within thirty (30) days of the recording the required deed
restrictions with the Registrar of Deeds Office a copy of the
deed restrictions should be forwarded to the Department of
Environmental Health and Natural Resources, Water Quality
Section, 127.Cardinal Drive Extension, Wilmington North Carolina
28405. The deed restrictions provided to this Office must be
accompanied with the deed book number and page. Failure to record
and/or submit the deed restrictions is considered a violation of
the Certification.

Revised Subdivision Layout
Submittal of Revised Stormwater Plan - Density Limits Option
Dear Mr. Rawls:
On November 27, 1991, we made submittal of the subject project for
your department's review and approval. On December 13, 1991, we
transmitted copies of revised plans and additional hydraulic calculations to
you due to minor revisions we discovered that would be necessary to our
original design plans.
Since our last submittal to you on December 13, 1991, our Client has
decided to revise the subdivision layout for this project. As you recall, we
have briefly discussed this matter during a recent telephone conversation.
The revised subdivision layout affects the previous submittals to your
department as follows: (1) it will add additional lots (41 instead of the
previous 39 lots), (2) it will add an additional amount of total impervious
surface, (3) it will modify proposed drainage patterns and flow volumes and
(4) it requires a minor modification of the original project limits. It should
be noted that the total percent built -upon area for this project has been
reduced from that which was originally proposed.
In order to eliminate any confusion between our previous transmittals
and the enclosed revised submittal package, we have prepared a completely
new package. Enclosed are the following documents which have been
revised accordingly:
1. Three (3) sets of our revised design plans.
2. Three (3) sets of our revised design calculations.
3. Two (2) revised originals of the Projects Using Density
Limits for Stormwater Control form which has been
executed by the Owner.

4. Two (2) revised originals of the required restrictive
covenant and deed restriction.
5. Two (2) copies of the authorization by the Owner for
our firm to submit design plans (no revision necessary).
6. Two (2) revised originals of the statement regarding
reserved areas by Sea Trail.
We have coordinated the revision of this project with Mr. Dan Sams for
approval of the erosion control portion of this project. We trust that you
received your copy of our resubmittal letter to Mr. Sams regarding this
matter.
We trust that you will find our enclosed submittal package in order and
that this project warrants your department's approval. As always, we
appreciate your prompt attention in this matter. Should you require any
additional information, or have any comments, please do not hesitate to

Submittal of Revised Plans and Additional Calculations
Dear Mr. Rawls:
We have made several minor revisions to our plans for the subject
project. We have eliminated one of the culverts at the two project access
points and have sized the remaining culvert. We have also provided outlet
energy dissipators for each culverts as required.
During a review of our plans while we were performing the above
mentioned revisions, I discovered that the project limits as shown on our
original submittal (November 27, 1991) was incorrect in one location. The
project limits should follow between the Jones Course Number 5 Tee and the
existing roadway right-of-way instead of along the roadway right-of-way line.
The project limits has been revised to the proper location so it conforms to
the total project area earlier reported. In addition, the existing asphalt cart
path was inadvertently left off of the earlier plans (it's area, however, was
reported in the impervious area chart). We now show the location of this
existing cart path.
Enclosed are two (2) copies each of the revised plans and additional
hydrologic and hydraulic calculations that are related to our revisions. We
have add'd revision symbols, notes and revision dates to these revised plans
to clearly indicate our modifications. We have resubmitted this project to
Ms. Carol Miller of the NCDEHNR - Land Quality Division for review and
approval.

The Wilmington Regional Office received the Stormwater
submittal for the subject project on December 3, 1991. Based on
our review of the project plans and specifications which limit
the built -upon area to 3,500 square feet on each of the 39 lots
identified, we have determined that the project complies with the
Stormwater Regulations set forth in Title 15A NCAC 2H.1003(a)(2).
This Certification shall be effective from the date of issuance
until rescinded and the project shall be constructed in
accordance with the plans and specifications as filed with the
Wilmington Regional Office.
Any modification of the plans submitted to this Office or
further development of this site will require an additional
Stormwater submittal/modification and approval prior to
initiation of construction. Modifications include but are not
limited to; project name changes, transfer of ownership, redesign
of built -upon surfaces, addition of built -upon surfaces, redesign

Erosion Control Plan Submittal
Dear Mr. Sams:
On behalf of Sea Trail Corporation, we are pleased to submit for your
review and approval two (2) copies each of the following documents:
1. Erosion Control Plan with Detail Sheet
2. Executed "Financial Responsibility/Ownership Form"
These documents, together, represent the complete Erosion Control
Plan we have developed for the subject project. We trust that you will agree
that due to the simplistic nature of this particular project, hydrologic,
hydraulic, and other such related calculations are unnecessary. As shown on
the enclosed drawings,. the erosion control plan for this project implements
only temporary erosion control measures.
We calculate the disturbed area for this particular project to be 1.9
acres. Enclosed is a check from Sea Trail Corporation in the amount of fifty
dollars ($50.00) to cover the required application fee. The application fee
was calculated using the fee schedule previously provided us (ie_ $30.00 for
the first acre of disturbed area and $20.00 for each additional acre of
disturbed area or any part thereoO.
We trust that you will find our enclosed submittal to be in order and that
it warrants approval for the erosion control portion of this project.

Houston and Associates, P.A., Consulting Engineers, located in Shallotte,
North Carolina, to prepare stormwater plans and specifications for Sea Trail
Sugar Sands Phase 3 as necessary to make submittal to, and obtain approval
from, the North Carolina Department of Environment, Health and Natural
Resources, Division of Environmental Management (NCDEHNR- DEM).
It is my understanding that said submittal is to be made to the
NCDEHNR- DEM on behalf of Sea Trail Corporation, as required under 15A
NCAC 2H. 1003, for compliance to the North Carolina Stormwater
Regulations.
