Please see the attached updated Buffer Authorization Application regarding your previous email for Impact 1. I would like to mention that I misunderstood some of the information provided by the engineer as this is not a SCM outfall but instead a stormwater discharge pipe with a riprap dissipator. I believe this impact is considered "deemed allowable" due to the existing stormwater being concentrated through the existing impervious area of the Pine Knoll Drive stub that conveys down the slope into the creek. In addition, this project will not create additional lanes and is utilizing the minimum required roadway section and cul-de-sac detail to end the street per City of Raleigh Standards and Specifications. Pine Knoll Drive is considered a fire -access turn -around that is required by the City of Raleigh. Please let me know if this response will suffice or if you will need any additional information. However, in the application you do not provide details pertaining to what other SCM this will be for the project. In 15A NCAC 02B .0714(9) the rule states that in order for a drainage conveyance to be considered allowable it must fit under the category 15A NCAC 02B .0714(9)(b)(i-ix). Avoidance and Minimization S&EC completed a wetland delineation and Neuse River Buffer evaluation for the entire property in order to identify natural resources so that impacts could be avoided & minimized to the maximum extent practicable. Impact 1 is proposed permanent riparian buffer impacts for a SCM outlet. A riprap dissipator that will be utilized to reduce flow velocities and minimize stream/buffer degradation. This outlet will be placed angled with the stream to also minimize impacts. Silt fencing will be utilized to avoid/minimize proposed impacts through construction techniques. E. Diffuse Fl ow Plan All buffer impacts & high ground impacts require diffuse flow or other form of stormwater treatment. If the project is subject to a state implemented riparian buffer program, upload a plan that fully documents how diffuse flow will be maintained.
