A preliminary review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. Please add lot numbers to the plan. 2. Please show the correct lot layout at the northwest corner of Snug Harbour Drive and Long Boat Circle, and any other updates to the plans made since 1996, including catch basins, unapproved piping, sidewalk, etc. 3. Currently, the west cul-de-sac of Long Boat Circle drains east to the intersection of Snug Harbor Drive, splits and is routed to 5:1 swales. We propose to provide an additional swale to treat runoff from just the cul-de-sac of Long Boat Circle. This revision will reduce the drainage basin to the previously permitted swale. Based on the TRC's review of each plan, the TRC voted to "continue" each project by a vote of 5-0..The reasons given by the TRC to not approve each project is noted below. Courtney Pines - Section 3 Plan was continued by TRC to determine whether northern portion. of Torchwood Blvd could be redesigned to facilitate better traffic flow northward toward Murrayville Road and examine the feasibility of reducing the number of lots directly fronting on Torchwood Blvd due to its collector road designation. Other significant issues discussed by the TRC included the determination of 404 wetlands on site and possible presence of Class IV soils as noted by Soil Conservation Service. Whitney Pines - Section 2 Plan was continued by TRC to determine whether Lendire Road could be redesigned to - reduce the number of lots fronting on Lendire Road due to its collector road status and determine the presence of possible 404 wetlands and Class IV soils as noted by the Soil Conservation Service. Carson Letter (cont'd ) Covii Farm Estates (Devised) 2. Plan was continued by TRC to resolve actual acreage still owned and unencumbered by Dallas Harris. This acreage verification will be used to determine the density limit for the townhome project located in the northwestern portion of Covil Farm Estates. Other significant issues included the exact location of 404 wetlands on site, location of fire hydrants, and location of all natural features` (creeks and ditches) on the townhome site as well as numerous site specific details required by Section 69.2 of the County's Zoning Ordinance. TRC also recommended that the developer and residents of Covil Farm arrange a meeting to resolve project concerns. Attending the TRC meeting were TRC members Walt Conlogue, Sam Burgess, Adam Rahhal, Willis Stancil, and Mark Tinkler. In addition to other staff members attending: Leon Skinner, developer for Coastal Carolina; Chris Glover, Office of Arnold Carson; Holt Moore, County Attorney; Alex Dale, Attorney representing Dallas Harris; Ed Mitchell, Office of Dallas Harris, Beth Easley-Wetherill, County Engineering, and residents of Covil Farm Estates. Whitney Pines, Courtney Pines and Covil Farm Estates (Rev) will not be placed on the TRC Agenda until the above issues are resolved. Future TRC dates include February 12 & 26, 2003. I have the following observations and concerns: The site area for the new Multi -family development is already a part of the original site area used for Snug Harbour, as permitted under SW8 930303, last modified on November 26, 1996. In order to allow the tract to develop, a modification to SW8 930303 must be submitted. The modification must address the following items: a. Take out -the duplicate site area, and recalculate the density based on all the changes. b. Show the slight lot layout revision at the corner of Long Boat Circle and Snug Harbour Drive. C. Show the change of the eastern end .of Long Boat Circle to a cul-de-sac. 2. The multi -family area is within 1/2 mile of SA waters, therefore, wet detention ponds are not an option. Infiltration must be used, or an alternative that does not discharge in response to the 1.5" design storm. Please respond to this letter by December 1, 2002, with your expected submittal date for the new multi -family application and the modification to 93 03 03. Failure to secure a permit prior to construction or to provide the applications by the due date will result in the initiation of enforcement action. After reviewing the plans, I need to let .you know that neither of the catch basins proposed to be fixed was ever shown on the approved stormwater plans for this project. In case Mr. Harris did riot let you know, a modification to the Stormwater Management pen -nit was issued for the developments.known as Snug Harbour and Key Colony on November 26, 1996. The permit was issued to Rodney Harris for a low density subdivision, 25% in this case, with curb outlet swales. The swales are 100' long shallow grassed depressions, generally located between lots, that transport and treat the street runoff. Low density development is characterized by limited built -upon area, 1/3 acre lots or larger, and use of grassed swales f or the transport of runoff, rather than a hard piped collection system with catch basins. No piping, other than short runs under a road and what is shown on the approved plans, is allowed. By adding additional outlets and catch basins that discharge directly to the ditch, you may be out of compliance with the permit. I realize that several months have passed since the plan was submitted to New Hanover County, be completed. Please contact me by May 25, 2001, to discuss what can be done to bring this t this projeect ct baay ck into compliance. I look forward to hearing from you.
