This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Non -discharge Permit No. WQ0019907. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. The purpose of the evaluation was to verify that the facility is operating in compliance with the conditions and limitations specified in Permit WQ0019907. Kary Herndon from ONWASA is the ORC and was present during the inspection. The Division appreciates Mr. Herndon's assistance during the inspection. The facility consists of a treatment lagoon with three aerated cells and a settling cell with a flow limit of 224,673gpd. ONWASA has the ability to divert flow from the Jenkins Street Pump Station in Holly Ridge to the Summerhouse WWTF for treatment when needed. Effluent is stored in a 51-day storage pond before irrigating on 10 spray fields. Field 1/1 D listed in the Permit was never constructed. The plant may be decommissioned in approximately 3 years when flow is tied to Camp Lejeune's WWTF. One of the Blue Frog aerators in the treatment lagoon was down for repair. Solids were last removed from the lagoon in2011, Sludge levels in the lagoon should be evaluated. Based on the projected timeline of the decommissioning and the results from the sludge survey, removal of sludge from the lagoon may or may not be necessary. The disinfection is currently achieved via tablet chlorinator after the UV system was damaged during Hurricane Florence. If the UV system is not to be replaced, the permit should be modified to reflect the disinfection system. The permit is due for renewal in February of 2022. This would be an opportune time for this minor modification. Currently, there is not a gauge to measure freeboard in the treatment lagoon. Flow is gravity fed to the adjacent pump station. The high water alarm in this pump station was tested and is operating properly. The sprayfields were all inspected and were in good shape. Some spray heads were in need of repair after fields were mowed. Spray heads were available on site and repairs were already planned. Groundwater monitoring has been generally compliant with only 2 anomalous exceedances over the last five years. The facility is compliant with non -discharge Permit W00019907. Please review the comment sections of the inspection report for more details. Fields are mowed approximately every two weeks in the summer. Some spray heads were in need of repair after fields were mowed. Spray heads were available on site and repairs were already planned.
