Transylvania Evergreen Corporation/ Dale Owen operates the Adventure Village WWTP
with a permitted flowrate of 0.020 MGD, with expansion permitted up to 0.035 MGD.
The facility generates a continuous discharge and treats wastewater for 5 employees and
43 campers.
Treatment consists of two package WWTPs in parallel configuration (combined capacity
is 0.035 MGD) consisting of:
• 1 steel splitter box
• 2 influent equalization basins (5,000 gal.)
• 2 steel aeration basins (10,200 gallons ea.)
• Dual blowers Roots 36 URAI with 5HP motors
• 2 steel clarifiers (5000 gal. ea.)
• 2 sludge holding digesters (5000 gal. ea.)
• 2 tablet chlorinators
• 2 chlorine contact basins (750 gal. ea.)
• 2 tablet de -chlorinators

• Map Corrections — The map from the draft permit has been updated and corrected.
In the draft the descriptive language in the map legend referenced an incorrect
stream segment, river basin and stream classification. This language has been
corrected.
• Ammonia (NH3-N) Limit Correction - Recent review by Division staff has noted
that our rules [15A NCAC 2B .0404(c)] require that winter waste load allocations
for oxygen consuming wastes be no less stringent than two times the summer
limits. The current permit has winter monthly average limits for NH3-N that are
three times less stringent than the summer values. A change has been made in the
final permit to correct this issue. This change will reduce the monthly average
discharge limit for NH3-N in your permit from 16.9 mg/L to 11.2 mg/L. This
change has been made on both Effluent Monitoring tables.
Looking at the last three years of monitoring data for the facility, NH3-N monthly
average values ranged from 0.16 to 4.68 with an average of 0.935 mg/L. These
values are well below the new limit of 11.2 mg/L. It appears that the facility
regularly operates well below the new NH3-N monthly average limit This
change should have little impact on the operation of the facility.

NC0038831 — Carolina Trace (RRO) — It looks like this one has ongoing repair to one half of their treatment system
that was damaged in a storm. If they are just replacing what was there do they need any type of ATC or any
Engineer's Certification for the plant that is going in?
NC0050792 — Melbille Heights (WSRO) —This one got an add -info in July. Looks like maybe it was just for the new
application forms. When you get a chance could you send me a pdf of the email with the add -info request so I
can put it in the file.

Hi Brianna,
I searched for our ATC projects and the ATC permits issued by DWI previously, but was not able to find any issued ATC permit associated with the facility.
Based on BIMS, it appears the 0.035 MGD is not yet activated. Unless the facility can provide documentation (eg. sealed engineer's certification) showing
that it's already at 0.035 MGD, I assume the facility is still at 0.020 MGD.

I am working on the renewal for the Adventure Village WWTP (NC0086223) and wanted to confirm what the current approved discharge volume is. The
renewal application indicates the combined capacity for the dual treatment system is 0.035 MGD, but the application elsewhere also says the design
flow is 0.020 MGD. The permit has 2 effluent pages, one for 0.020 MGD and one for expansion to 0.035 MGD. BIMS seems to indicate the as -built flow is
0.035 MGD.
Can either of you confirm what the correct permitted flow at the facility is? Just wondering how or if the permit needs to be updated to reflect
expansion.
