Expedited permits are generally simple 100% domestics (e.g., schools, mobile home parks, etc) that can be administratively renewed with minor changes, but can include facilities with more complex issues (Special Conditions, 303(d) listed water, toxicity testing, instream monitoring, compliance concerns). In the draft the descriptive language in the map legend referenced an incorrect stream segment, river basin and stream classification. This language has been corrected. • Ammonia (NH3-N) Limit Correction - Recent review by Division staff has noted that our rules [15A NCAC 2B .0404(c)] require that winter waste load allocations for oxygen consuming wastes be no less stringent than two times the summer limits. The current permit has winter monthly average limits for NH3-N that are three times less stringent than the summer values. A change has been made in the final permit to correct this issue. This change will reduce the monthly average discharge limit for NH3-N in your permit from 16.9 mg/L to 11.2 mg/L. This change has been made on both Effluent Monitoring tables. Looking at the last three years of monitoring data for the facility, NH3-N monthly average values ranged from 0.16 to 4.68 with an average of 0.935 mg/L. These values are well below the new limit of 11.2 mg/L. It appears that the facility regularly operates well below the new NH3-N monthly average limit This change should have little impact on the operation of the facility. Section 7. Based on BIMS, it appears the 0.035 MGD is not yet activated. Unless the facility can provide documentation (eg. sealed engineer's certification) showing that it's already at 0.035 MGD, I assume the facility is still at 0.020 MGD. The renewal application indicates the combined capacity for the dual treatment system is 0.035 MGD, but the application elsewhere also says the design flow is 0.020 MGD. The permit has 2 effluent pages, one for 0.020 MGD and one for expansion to 0.035 MGD. BIMS seems to indicate the as -built flow is 0.035 MGD. Can either of you confirm what the correct permitted flow at the facility is? Just wondering how or if the permit needs to be updated to reflect expansion. Thanks!
