Project No: 2B.207411 County: Pitt
WBSNo: 2B.207411 Document: Minimum Criteria Sheet
F. A. No: Funding: ® State ❑ Federal
Federal Permit Required? ® Yes ❑ No Permit Type: NWP 3
Project Description: Plans call for the replacement of Bridge 63, a wide timber bridge, over Swamp Fork
on NC 102 with a new bridge in the existing location.
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions: A review of the map files with
the Office of State Archaeology on August 1, 2013 failed to find any recorded sites in the project vicinity.
Examination of the topographic map (Figure 1) displays the approaches to the bridge on raised
embankments over 3 meters in height. All four quadrants around the existing bridge are swamp with no
chance of cultural resources being present. There will be no new location impacted and there will be an
ofd site detour during construction.
Brief Explanation of why llte available information provides a reliable basis for reasonably predicting
that there are no unidentified historic properties in the APE: Plans call for the replacement of the
current bridge at the same location with an off -site detour. The raised approaches compel construction to
remain on the same roadway (Figure 2). The surrounding area around the bridge is wetland with little
chance of cultural evidence being present. No further work is warranted.

ProiectDescription: Replace Bridge No. 63 on NC 102 over Fork Swamp (off -site detour planned; no
easements or ROW acquisition). ,
SUMMARY OF HISTORIC ARCHITECTURE AND LANDSCAPES REVIEW
DESCRIPTIONOFREVIEWACTIVITIES, RESULTS, AND CONCLUSIONS: HPOWeb reviewed on 1 August
2013 and yielded no NR, SL, LD, DE, or SS properties in the Area of Potential Effects (APE). Pitt County
current GIS mapping, aerial photography, and tax information indicated a wooded APE (viewed 1 August
2013). The APE intersects several large properties on which stand resources dating to the first half of the
twentieth century, all located well outside the APE and 800 feet and more from the existing bridge.
Constructed in 1937, Bridge No. 63 Is a 76- foot -long, six -span, steel, stringer /multi -beam structure not
eligible for the National Register according to the NCDOT Historic Bridge Survey as it is not historically,
architecturally, or technologically significant. Google Maps "Street View" confirmed the absence of critical
historic structures /landscapes in APE (viewed 1 August 2013).
No architectural survey is required for the project as currently defined.
WHY THEA VAILABLE INFORMATIONPROVIDESA REMBLE BASIS FOR REASONABLYPREDICTING THAT
THEREARE NO UNIDENTIFIED SIGNIFICANT HISTORICARCHITECTURAL OR LANDSCAPE RESOURCES IN
THEPROJECTAREA: APE extends 600 feet from each end of the existing bridge (W -E) and 100 feet to
either side of the existing NC 102 center line (N -S) to encompass proposed construction. The county
architectural survey and related publication include no properties in the APE (scoff Power, The Historic
Ard ecture of Pitt County, North Carolina, Greenville: Pitt County Historical Society, 1991). County GIS /tax materials and
other visuals support the absence of significant architectural resources. No National Register - listed
properties are located within the APE, including the Federal permit area, or along the proposed off -site
detour route.
Should any design elements of the project change, please notify NCDOT Historic Architecture
as additional review may be necessary.
