Attachment A Certification
Durham County
Dear Mr. Fenton:
In accordance with your permit major modification request received July 12, 2021, we are
forwarding herewith a modified Attachment A certified September 22, 2021, to the City of Durham for the
subject residuals management program.
Modifications to the subject Attachment are as follows: Addition of the Wade G. Brown WTP as
an approved residuals source, with an approved dry tonnage of 1,500 dry tons per year (DT/yr).
The modified Attachment A shall be effective from the date of certification until September 30,
2024 (i.e., expiration date of the current permit), shall void Attachment A of Permit No. WQ0040265 issued
January 22, 2019, and shall be subject to the conditions and limitations as specified therein, as well as those
specified in the above-referenced permit. Please replace Attachment A of Permit No. WQ0040265 that
was issued January 22, 2019 with the modified Attachment A. Please note that the Permittee shall submit
a renewal application no later than April 3, 2024.
If any parts, requirements or limitations contained in this certification are unacceptable, the
Permittee has the right to request an adjudicatory hearing upon written request within 30 days following
receipt of this permit. This request shall be in the form of a written petition, conforming to Chapter 150B
of the North Carolina General Statutes, and filed with the Office of Administrative Hearings at 6714 Mail
Service Center, Raleigh, NC 27699-6714. Otherwise, this certification shall be final and binding.
If you need any additional information concerning this matter, please contact Erick Saunders at
(919) 707-3659 or erickson.saunders@ncdenr.gov.
