I've also checked for updates on these facilities, and offer comments below. I'll be out on vacation from Friday afternoon until Wednesday May 4th, so if you still need additional info in my absence feel free tq contact Jeanne, the Compliance Regional Office Contacts, or the Regional offices directly. NC0041408- Anson County Regional WWTP. Most of the listed violations are for total phenolics. The facility has identified two industries with high concentrations, and one has already switched their cleaning chemical which contained high phenolics. The most recent monthly DMRs for January/February 2005 do not show violations of total phenolics. Of potentially greater significance, this permit is currently in for NPDES renewal, and the current permit writer believes that the current total phenolic limit may have been developed incorrectly. The receiving stream is classified "C" waters, and changes to "Water Supply" class at the South Carolina state border approximately 10 miles downstream. The phenolic limit was developed in 1997 to protect for South Carolina's water supply intake; however, it appears that both the water quality standard as well as streamflow statistic used to develop the limit may be in error, and a much higher limit may be more appropriate. Our permit writer is currently discussing the situation with South Carolina. Most of the listed violations were for fecal coliform. The facility completed an upgrade in 2001 that included UV disinfection. In mid -October 2004, the facility increased the UV dosage, and the fecal problem appears resolved. Fecal concentrations were low and compliant in January/February 2005. There are no state plans for an SOC at this time. NC0047384- Greensboro/TZ Osborne WWTP. Most of the listed violations were for cyanide, and weekly violations are reported for January/February 2005. The facility believes the cyanide practical quantitation limit should be changed due to matrix interference. The Division approved a cyanide study plan submitted by the permittee in September 2004. The facility will begin the 12-week study, and the cyanide reporting level may be modified based on study results. There are no state plans for an SOC at this time. NC0025445- City of Randleman WWTP. Most of the listed violations were for fecal coliform, and the facility received 308/309 letters in January 2005, Violations listed for mercury are data errors (ng/1 rather than ug/1). There are no state plans for an SOC at this time. NC0024872- Davie County/Couleemee WWTP. Most of the listed violations were for TSS. The facility was previously under SOC in 2003, but requested SOC termination after remaining compliant for 12 months. Violations that have occurred since 2004 have been dealt with via enforcement actions. The facility is currently undergoing a $1.5 Million plant upgrade/rehab. The Notice to Proceed is dated 1/6/2005, and the contractor has 300 days to substantially complete the work. There are no state plans for an SOC at this time. Also, give me the violations for Williamston - NC0020044 that are in BIMS. I want to make sure that PCS & BIMS line up for these facilities for my briefing with Doug since it seems there was some issues between what we cited in our actions & what was in BIMS in the round of 309s last quarter?
