Subject: Speculative wasteload
City of Newton

I am writing to acknowledge receipt of your letter requesting specula-
tive wasteload allocations for the City of Newton WWTP at 7.5 and 10.0 MGD.
Technical Support will process your request. However, I feel obligated to
tell you that it must, out of necessity, receive a low priority. DEM cur-
rently has backlogs of 150+ wasteload allocations and 400+ applications for
new or expiring NPDES permits that must be processed first. In addition,
there is a strong probability that other projects will come along in the
future and be considered a higher priority. Should you wish to speed up
this process, I strongly suggest that you submit formal NPDES permit appli-
cations for your planned expansions.
