McGill Senior Project Manager, Dale Pennell, PE, met with you in March 2013 to discuss the bank erosion problem and the possible solutions. At that time the concern was raised as to how such a project would affect the Church located approximately 850 feet upstream of the bridge. It was established that prior to the issuance of a development permit a study would need to be conducted to determine the potential effect at cross section 50938, which is located at the church. The study was based from the effective model for the West Fork Pigeon River, which was received from the North Carolina Floodplain Mapping Program on March 26, 2013. Two cross sections (50271 and 50527) were added to the model between the effective cross sections 50092 and 50938. The section of bank that has been eroded is located at effective cross section 50092. For the "Existing Conditions" model, this cross section was updated to include a survey of the bank conducted by McGill Associates in February 2013. The "Proposed Conditions" model was created using the proposed design for the bank repair using gabion baskets. The models were run in HECRAS 4.1.0. The comparison of the "Effective ", "Existing" and "Proposed" model results are shown in the attached table. The modeling shows that the proposed project would: a) reduce the base flood elevation (BFE) by 0.13 feet at cross section 50092, b) increase the BFE by 0.01 feet at cross sections 50271 and 50527 and c) not change the BFE at cross section 50938.
