This Haywood County bank stabilization project is located on the east bank of the West Prong of the Pigeon River just above the Steel Bridge, approximately 0.8 miles above Lake Logan. Our submittal includes the following: 1. PCN Form — Version 1.4 January 2009 Version - Nationwide Permit 13 2. USGS (Weaverville Quadrangle) Location Map (on Plan cover sheet) 3. NCWRC Cold Mountain Game Land map and index 4. French Broad River Basin Streams list, with stream designated 5. Photos of existing conditions (inside plan set) and attached 6. Haywood County Flood Ordinance Submittal and Permit 7. Plans (Complete set 11" x 17 ") This project is needed by the NCWRC in order to protect and restore the only pedestrian access trail to the Cold Mountain Game Lands in Haywood County. Erosion of the river bank just upstream of the Steel Bridge over the past several years has destroyed the available area at the top of the river bank for the trail. Hikers and others are negotiating a dangerous slope where the bank has failed, or are trespassing onto the adjoining private property, in order to gain access to the Cold Mountain area. In order to replace the top of the river bank within the NCWRC property so that a safe and stable trail can be restored, a near vertical bank section of approximately 110 feet in length must be re- constructed. A number of factors had to be considered for the design of the repair, including the following: 1. The United States Geological Service (USGS) maintains a gauging station just upstream of the bridge abutment. Access to this river bank is limited by the capacity of the Steel Bridge, which has a weight limit of 7 tons, thus restricting both equipment and material selections for any proposed repair. 3. Haywood County's Flood Ordinance required that any stream bank repair at this location must result in a `no -rise' condition for the Base Flood Elevation in order to protect several church structures approximately 800 feet upstream, and a submittal of a flood study to document the `no -rise' condition was required. 4. Staff of the NCWRC wanted any repair method to result in a final surface that could be vegetated in order to soften the impact and enhance wildlife habitat, and they wanted a project that could be built in a short period of time and in an economical manner. In order to meet all these requirements, a gabion wall was designed. This design was the only method that could satisfy the requirements of Haywood County's Flood Ordinance, protect the USGS gauging equipment, allow limited use of the bridge during construction, and minimize the contractor's actual time in the river. By using setbacks within each course of the gabions, we were able to provide a planting bed along each course as well as a vegetated slope area along the top of the wall. We realize that gabions are not a desirable bank repair method under most conditions; however, given the circumstances at the site, we feel this is the best means of repair for this situation. The attached plans include all erosion and sedimentation measures for protecting the stream, and generally comply with conditions of the NC DWQ's Water Quality Certification No. 3885.
