This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Non -discharge Permit No. WQ0034386. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. Page# 1 NPDES yr/mo/day Inspection Type 31 Nc0021644 111 121 21/09/13 117 18 r, I (Cont.) 1 Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary) On 09/13/2021 Paul Mays and William Hart with the Division of Water Resources from the Washington Regional office conducted a compliance evaluation of La Grange WWTP operating under NPDES permit #NC0021644. The facility was found to be compliant with NPDES permit #NC0021644. Below is the findings and observations made during the inspection. The facility itself was well maintained, and the grounds were also freshly mowed and maintained. During the record review all required documents were readily available. The January 2021 and March 2021 DMRs were spot checked and compared to corresponding lab data. No major discrepancies were found between the DMRs and lab data. A minor discrepancy was observed in the March 2021 DMR where temperature was not in the correct columns. Staff onsite said records were maintained for at least 5 years, operations and maintenance logs were present and complete and ORC visitation log was present and complete. The 2020 and 2019 Annual compliance reports were also reviewed and found to be satisfactory. The laboratory was clean, and equipment was well kept. The facility utilizes their lab for all sample parameters other than Ammonia, TKN, Nitrate + Nitrite, Total Nitrogen and Total Phosphorous. All parameters that are not measured by the facility's inhouse lab are contracted out to Environmentl. The lab operates under certificate No. 256. The generator is tested weekly on Mondays around 10:OOam. The facility has an emergency fuel agreement with Travelers Service Station and the fuel tank for the generator was 3/4th full during the inspection. The unit seemed to be in good condition and was operational at the time of the inspection. The influent flowmeter was calibrated on 05/27/2021 by Chadwick Instrument Inc. The effluent flowmeter was calibrated on 05/27/2021 by Chadwick Instrument Inc. The effluent sampler was at 0 degrees Celsius. The effluent sampler is time proportional, takes a sample every 30 minutes and each sample is 100m1. No major issues were observer with the sampler.
