4. Project Description and History
4a.Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
Land use within the project study area is limited to single family residential and one business.Vegetation within and adjacent to the study area is comprised of maintained lawns and a
maintained powerline right-of-way.The majority of the work will occur within the existing road right-of-way and powerline easement.

To improve connectivity and mobility within the Town.Extending Gem Street will provide a newcrossing of the drainage area of the eastern portion of the McDowell Creek.This crossing
will be the only crossing in the 1.2-miles between Catawba Avenue and Statesville Road.This connection provides further connectivity between Cornelius Elementary School and more
densely residential area to the south and east.

The Gem Street extension portion of this project includes widening of the existing roadways on Gem Street and Center Street as well as 590 linear feet of new roadway connecting Gem
Street to Oak Street.The proposed widening and new location for Gem St will include a 20-ft wide roadway with V-6"curb and gutter at both edges of travel and a sidewalk along left
side of the alignment for the entire length of the project.The new roadway extension requires significant fill across an existing jurisdictional stream where a proposed buried 54"RCP
pipe crossing will convey drainage beneath the proposed roadway.The new extension of Gem Street runs through an existing gravel parking lot for the Oak Street Mill Village complex.
The proposed condition will include on-street parking on both sides of the roadway as well as an off-street parking lot on the right side of the alignment.

1a.Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
The vertical alignment that directly affects the impact length was designed to minimize the fill over this crossing.Additionally,the width of the typical
section was reduced from the standard throughout this entire corridor to mitigate for impacts.The standard typical section would use 2'-6"curb and
gutter in addition to a 3'planting strip.The proposed typical section uses a T-6"curb and gutter and eliminates the planting strip.Headwalls were also
used to limit impacts.
1b.Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
Implementation of NCDOT's Best Management Practices for the Protection of Surface Waters(BMPs)will minimize impacts to water resources during
the preconstruction,construction,maintenance,and repair situations.
