Your letter correctly states that average flow for calendar year 2020 was 0.069 mgd and the permitted flow is 0.06 mgd. We reviewed the flow data for 2020 and the flow for 10 of the 12 months never exceeded more than 60% of the permitted flow. Only two months exceeded the permitted flow limit and they were both grossly over the limit. As has been evident in recent NOVs, the WWTP is subject to flooding conditions which can cause false high flow readings. We believe this is what has happened during the months of June 2020 and November 2020 in which the flow exceeded the permit limit. We think that the actual flow for calendar year is closer to 40% of the permitted flow. Flow data for 2021 seems to support this percentage. So far in 2021, the flow has been averaging approximately 45% of the permitted flow, with the exception of February 2021. Again, February 2021 was a wet month andTh WWTP did flood, contributing to -false high flow readings. The Town has sealed the manholes between the flow meter and small holding pond. The holding pond was also cleared of debris to allow the check valve to properly function to prevent possible surcharging of the discharge line. We request that the Sewer Line Moratorium be rescinded to allow the Town to continue to evaluate options for more accurate flow measurement. This may include replacing the check valve on the discharge line, extending the discharge line out of the holding pond and/or relocating or repositioning the flow meter. P.O. We would not like to see the Town of Hookerton penalized over these events. We will work to ensure that the flow meter is correctly positioned to provide accurate flow data. We request additional time to evaluate these options and still have the opportunity for the Town to experience growth. We thank you for your consideration of the matter.
