Hoopers Creek drains an 11.5-square-mile watershed that includes a mixture of forest, agricultural and residential land uses. The left descending bank of the creek is bordered by row
crops and the right bank is bordered by a residential development with a greenway trail that is being threatened by bank erosion.

The purpose of the project is to stabilize an eroding creek bank that is threatening a greenway trail and adjacent properties.
41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
The project will involve stabilizing the right bank of the creek over a roughly 200-LF reach. Bank stabilization measures will include reinforced soil lifts with shrub plantings, stone toe
reinforcement, constructed riffles, a log vane and excavation of a bankfull bench near the downstream end of the project reach. Access to the site will be from the right bank and
equipment will operate from the top of bank as much as possible. Equipment will need to enter the channel in order to construct some project elements; a barrier -type diversion setup
Will be used to divert base flow around the work area, and work will be staged during periods of lowflow in order to limit downstream sediment impacts. Equipment to be used will likely
include track mounted excavators, dump trucks and various hand tools. A pump -around flow diversion is not practical for the large volume of base flow anticipated.

1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
The design makes use of natural channel design techniques and will protect mature trees on the north bank. Native riparian shrubs will be planted in
the stabilized bank areas. The log vane and stone toe will direct stream flows to the center of the channel and help improve bedform diversity, which
should benefit fish populations.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
Equipment will operate from the top of bank as much as practical. When equipment needs to enter the creek, base flowwill be diverted around the
work area. Work will be staged such that no more stream bank is disturbed than can be stabilized by the end of that workday. Fueling will be
performed at least 100 feet from the stream, and materials staging and stockpiling wit be kept outside of the 25-foot trout buffer.

We reviewed the USFWS website for species information in the area and several plants, birds, clams and mammals are listed for Henderson County.
Given the project setting and limited scope of work, we do not believe impacts to endangered species or habitats will occur.
