Aid No: BRNHP-0023(32), BRSTP-0019(49) Funding: State Federal Federal Permit(s): Yes No Permit Type(s): Project Description: B-5898 Replace Bridge No. 168 over US 19 and US 23 on US 23/US74 (17-06-0001) B-3186 Replace Bridge Nos. 155 and 158 on US 23/US74 over Richland Creek (15-03-0033, 15- 03-0034) *This PA assessment of effects covers both TIPs and all three bridges* SUMMARY OF HISTORIC ARCHITECTURE AND LANDSCAPES REVIEW Description of review activities, results, and conclusions: Review of HPO quad maps, HPO GIS information, historic designations roster, and indexes was undertaken on June 12, 2017 for B-5898. Based on this review, the Area of Potential Effects includes the Determined Eligible Lake Junaluska Assembly Historic District. The project area overlaps B-3186, begun in 2015, and the two projects were combined in 2017. Page 2 of 5 ASSESSMENT OF EFFECTS Property Name: Lake Junaluska Assembly Historic District Status: Determined Eligible Survey Site No.: HW0540 PIN: Multiple Effects No Effect No Adverse Effect Adverse Effect Explanation of Effects Determination: The three bridge replacements under TIPs B-5898/B-3186 will have no adverse effect on the historic district. There is no appreciable difference in noise at the historic district for the projects. A condition of a no adverse effect finding is the creation of a landscape plan based on coordination between the North Carolina Department of Transportation (NCDOT), the Lake Junaluska Assembly, and the State Historic Preservation Office (SHPO), to minimize clearing necessary for the project within the boundary of the Historic District. The landscape plan must be approved by SHPO, and must be maintained for two growing seasons. List of Environmental Commitments: Creation of a landscape plan based on coordination between the North Carolina Department of Transportation (NCDOT), the Lake Junaluska Assembly, and the State Historic Preservation Office (SHPO), is required for a finding of No Adverse Effect to minimize clearing necessary for the project within the boundary of the Historic District. This landscape plan must be approved by SHPO, and must be maintained for two growing seasons. FHWA Intends to use the State Historic Preservation Office’s concurrence as a basis for a “de minimis” finding for the following properties, pursuant to Section 4(f): SUPPORT DOCUMENTATION Map(s) Previous Survey Info.
