Dear Mr. Shaver and Ms. Sprinkle:
The North Carolina Department of Transportation(NCDOT)proposes to make roadway
improvements at the intersection of Hickman Road(SR 1303) and US Highway 17 in Brunswick
County(Figure 1). The proposed project is to convert the existing intersection into a reduced
conflict intersection(RCI)that reduces accidents and fatalities from broadside crashes on four-
lane divided highways.
A preliminary jurisdictional determination was acquired for this project on March 5,2019 and the
project was assigned Action Id No. SAW-2019-00277. A stream determination letter from DWR
was issued for this project on March 10, 2019. All work will be within the existing and
maintained right of way and there are no utility impacts with this project. The W-5703H project
will impact one jurisdictional tributary(TA),which is associated with the extension of an existing
42"RCP and new headwall in the median of US 17. The impacts are 0.008 acres of permanent
surface water(tributary) for the pipe extension and 0.003 acres of temporary surface water for
dewatering BMP's. The attached permit drawings provide more detail of the proposed impacts.
Regulatory Approvals
Section 404 Permit: NCDOT is proposing to construct this project under the conditions of
Nationwide 18. Based on the current design and impacts,notification requirements are not
applicable for this project and written approval from the USACE is not required. NCDOT will
abide by all conditions listed in NW 18 and will include a copy of the certifications in the permit
package and/or contract.
Section 401 Permit: The associated 401 General Certification 4139 will also apply to this project.
Notification thresholds or circumstances for these certifications are not applicable to this project

General Project Narrative: The purpose of this safety improvement project is update the current turn configurations by adding signals and concrete monolithic islands at all three of median crossovers.The
(Description of Minimization of Water traveling public on Middleton Drive and Hickman Road will only be able to turn right onto US-17 and have to use one of the new U-turn configurations to travel north on US-17.
Quality Impacts) The traveling public that would like to turn on Hickman Road driving northbound on US-17 will now have to used the U-turn movement at the Middleton Drive intersection.
There is one nonlitigable jurisdictional stream that crosses the project approximately 150'southwest of the intersection of US-17 and Middleton Drive.
Design mitigations for the jurisdictional stream include:
1.Steepening of the roadway fill slopes within the jurisdictional area.
2.Open shoulder sections on the project promote sheet flow from the roadway.
3.Stormwater was designed to avoid direct discharge into jurisdictional features to the maximum extent practicable.
