Staff members had made a visit to both sites 3701 Hester Circle and 815 Colonial Drive after the first
emails you had sent back in November.
3701 Hester Circle as I recall was not failing at the time and may still be managing the system using
water conservation techniques. I will check with the staff member again to confirm.
815 Colonial Drive currently does have some issues going on. The septic tank is exposed and appears
to not be water tight. It is likely that rain and surface water are entering the tank and possibly the
existing system. Due to site conditions the drain field cannot be located and it is unknown to what
extent the system has been failing and for how long.
Our records seem to indicate that the discharge permit was put into place but does not appear to be
accurate. The County will be issuing an NOV to the owner and a copy of the existing discharge
permit.

Thanks for the update. I think 3701 Hester Circle, Raleigh NC 27604 may also need to be visited. I
talked with one of the owners and was told they were still using the onsite system which might have
failed.

Casey had made a request site visit to the property located at 815 Colonial in 2018. I have asked if he
can go by to verify if it is still failing.
I am not sure for either of these if the NPDES was the only option for repair.
I also asked Tim to go by the other property to confirm the statement from the homeowner that Mr.
Zhang highlighted in his email.
Once it is verified or not if they are still failing then can determine next steps.

Looks like your original email went to my old state address....anyway I believe you are correct that
those two properties had failures at one point or another and ultimately obtained NPDES permits for
the repair — neither has been installed; as far as I know, the county septic permits have not been
revoked. I'll defer to the managers copied above on enforcement at the county level on those
permits (assuming that there is still ongoing failure).

Hope you are doing well. I'm assigned two single family discharge COCs in Wake County (you did last
inspection for both) to inspect:
NCG551555, 3701 Hester Circle, Raleigh NC 27604, permittee Stephen and Monica Shelton;
NCG551532, 815 Colonial Drive, Raleigh NC27603, permittee Charles Wade.
I just talked with Monica Shelton and was told that the discharge system had not been installed
(cannot afford), they are using the existing onsite septic system and claims the system is working
fine. I am unable to reach Charles Wade.
I assume that they got the COCs under NCG550000, because their onsite systems failed. Do they still
have permits with the County for the onsite systems? If discharge systems are not installed, they are
continuing using the onsite systems that have failed, is this a violation that the County can address?
